LHC 2009 • - Excellent performance of the collider • Highest energy proton-proton collisions ever produced • Excellent readiness of the experiments • High data taking efficiency, fast turn-around for results • Some 50 publications submitted to journals during 2009 • Over 800 conference contributions by the experiments during 2009 January 2010

  5. LHC 2009 I’d like to express my heartfelt thanks and congratulations to everybody from CERN and from all from partner labs and institutes around the world. Without these combined efforts we would today not be where we are. It has been a huge effort: repair; consolidation; hardware commissioning; preparing for beam; operation. In addition to the accelerator sector and PH, all other CERN services have come together to make things work: the GS department for access and safety systems; IT for the smooth running of all computing services; HR and FP for showing great flexibility in time of need; SC for diligently ensuring that all safety aspects are fully covered; and the media service for well serving the journalists. January 2010

Safety Matters (I) SAFETY IS OF HIGHEST PRIORITYOur success can only be built on a strong & pro-active Safety culture in all areas of the Organization’s life • The new Safety Policy Committee reflects all areas of the Organisation • A first step was made to formalise the integration of Safety in the approval process for experiments at CERN • The Head of the Safety Commission participates in the extended directorate meetings • In view of the LHC era the operational radiation protection was significantly enforced in terms of manpower and budget • …

Safety Matters (II) COMPUTER SECURITY IS OF HIGHEST PRIORITY • Aspects of Computer Security are rather similar to those of Safety • Security of Web applications and of Computers is still far from ideal • CERN and the experiments are often targets, this can damage our reputation • It is YOUR responsibility to comply with the rules

Safety Matters (III) • Safety follow-up of 19th Sept. ‘08 • “Safety Task Force” (SC, TE, BE, EN, PH, Staff Ass.):All recommendations endorsed by directorate[TF reports CERN-ATS-2009-002 /003] • All safety measures required for 2010physics run implemented • Emergency preparedness • Plan d’urgence CERN (PUC) revised • Crises management structure and procedures defined • Respective Infrastructure and training to be done

Tripartite agreement on radiation safety & radiation protection • One CERN domain only in a tri-partite approach recognizing CERN particularities • Facilitates e.g. CERN’s radioactive waste management • inter-site transport of radioactive material • all facilities treated the same way • Technical agreement, reached with ASN (F) & OFSP (CH), is now with the respective governmental departments (CERN: Safety Commission & Legal Service, Directorate)

Physics 2010 • Objectives 2010 for Physics • LHC physics at 7 TeV (pp and Heavy Ion), • higher energy to be decided during the run • Establish LPCC (LHC Physics Centre at CERN) • (cooperation experiments and theory, for staff and users) • - Provide for adequate TIER0 capacity • Fixed Target program in full swing • but expectations of experiments on proton delivery exceed possibilities • although (because?) • 2009 was one of the best years for FT physics, proton delivery to the • various experiments exceeded promise of Jan 09 •  OPERA should meanwhile have tau-candidate(s) in their sample January 2010

Physics beyond 2010 • Objectives beyond 2010 for Physics • LHC energy and luminosity increase • R&D for New Initiatives ongoing • Increase Diversification of CERN physics program • (NA62, HIE-Isolde approved by Research Bord)) •  shape future non-LHC accelerator based program • using outcome of strategy workshop May 2009 • and of neutrino workshop October 2009 January 2010

LHC beyond 2010 Expect LHC operation for at least 15 years, i.e. far beyond 2020 Strategy: Maximize useable integrated luminosity for physics key parameters: peak luminosity, luminosity lifetime, efficiency, data quality (pile-up, radiation). . . 1) Determine length of running periods and shutdowns along this strategy - coordinate shutdown activities planned by accelerator and experiments - optimize length of running periods  planning within two-year cycles 2) Upgrade Phase I LINAC4 and Inner Triplet construction as foreseen ready for earliest installation end 2014 Important: international collaboration January 2010

LHC beyond 2015 Taking into account the non-LHC physics Important: international collaboration • Several upgrade scenarios under discussion • Injector chain • Ageing accelerators operating far beyond original design • Main limitation is space charge at injection in PSB and PS • Higher injection energies and better beam quality through the chain • LINAC4 • Superconducting Proton Linac (SPL) • PS2 • Consolidation and improvement of existing injector chain (PSB, PS, SPS) • β* and Final Focusing • IR upgrade in Point 1 (ATLAS) and Point 5 (CMS) • Allows to reach β* =0.3m from nominal β* =0.55m • In addition • Crab cavities • Luminosity leveling • Lower emittance (from injector upgrades)

LCD@CERN: Linear collider physics and detector studies, currently focusing on preparing physics/detector CDR for CLIC • Main progress so far: • Set up full detector simulations • Starting a hardware R&D program • Set up fruitful collaboration with ILC detector concepts • and with ILC detector technology collaborations • www.cern.ch/lcd Linear Collider Detector project @ CERN t-tbar event at 3 TeV (CLIC_ILD) Forward detector region with final focus elements heavy HA higgs doublet event at 3 TeV (CLIC-SiD)

European Collaboration • Memorandum of Understanding between • CERN, Cern Council, European Commission • signed June 2009 •  CERN and CERN Council equal partners of EC • responsible for Particle Physics Roadmap in Europe •  Opens door to much closer cooperation • Concrete Steps initiated • Involved in mid-term evaluation of FP7 program • Involved in defining program for FP8 January 2010

Global Collaboration Strategy and Objectives at CERN for the next year(s) CERN transformation towards global laboratory Important Role: - CERN Coordinator for External Relations - Council Working Group for the Scientific and Geographical Enlargement of CERN Important steps by Council in Dec.09: - emerging consensus on the principle of global opening for Full and Associate Membership - Associate Membership criteria to be revised Without prejudice to final decisions on global opening: - Technical Evaluation Group set up for the five applications received Hope to conclude on geographical enlargement Summer 2010 January 2010

Financial Situation Budget 2010: Budget (in 2009 figures) approved in June Indexation 1.16% as calculated, approved in December (Indexation for Personnel salaries: 1.6%) But: economical and financial situation in member states difficult  serious concern, in particular for the following years Need: Even more proactive in promoting CERN’s achievements/possibilities in all areas (research, technology, education, training, . . .) January 2010

Knowledge and Technology Transfer • Strategy • KTT driver: make a significant impact on global and societal issues • Revenue considerations subordinate to this priority • Raise awareness inside CERN of the importance of KTT activities • Incentives will be put in place using KTT income  manage more partnerships and networking activities with companies and research institutes Set up an Alumni scheme for former CERN personnel  CERN Global Network to be released before 3/10 January 2010

Communication/Outreach Communication fast and direct information flow established close contact to and better information for neighbours Outreach/Education teachers program: 830 participants in 2009 (at the limit of present capability) Visit service: 40,000 (25,000) visitors in 2009 (2008), still many more requests permanent exhibition in the Globe: opening May/June Despite the already strong engagement (to be acknowledged in the MARS exercise!) from many of you: Need more “guides, presenters, explainers”  “Guide recruitment campaign” January 2010

Infrastructure Consolidation program continues, ongoing activities include renovation of sanitary premises, roofs, facades, windows, etc… Additional measures taken according to priorities of staff and users New measures 2010 - refurbishment of several buildings (e.g. 102) - extension of Restaurant 1 plus: total surface of the terrace enlarged new trees will be planted (Council agreed to plant 20 trees. . . ) - Proposal for a new building (close to build. 33) with offices, meeting rooms and a large auditorium (~1000 seats) to be presented soon to FIPOI General Strategy Development of a master plan (urban plan) on CERN facilities, land use, environment, logistics, services, etc…. January 2010

HR matters Develop integrated approach to HR matters throughout CERN First ever staff survey launched 3/2009, presented 11/09 New Contract Policy approved 6/09, implemented 9/09, first LD to IC exercise finished 12/09, implementation being evaluated Record breaking number of applications and appointmentsacross Fellows & Students programs (e.g. today >360 Fellows (was <300)) New Graduate Engineering Training Program introduced 12/09 (modeled along Fellows program) January 2010

Equal Opportunity/Diversity - continue to ensure EO across gender, age, nationalities, etc in recruitment and career advancement - extend Diversity Policy in actively improving procedures and habits  establish Strategy by EOAP by mid 2010 - recognize importance of respect and dignity at work through awareness raising and prevention  first outline of code of conduct: Dec 2009, finalize by mid 2010 Code of Conduct (HR and EO): - Reinforces the values and key principles that should govern (professional) behavior at CERN - Provides guidance and is complementary to the rules and regulations - Applies to all members of personnel (incl. users) and contractors January 2010

CERN Pension Fund Characteristics • Defined benefit scheme • Pensions guaranteed by Member States Governance • CERN PF is operationally independent and autonomous • Managed by PFGB with external experts • PFGB reports to Council Key figures • Assets: 4 bn CHF • Performance in 2009: 11% (estimate) • Performance last 5 years: 3% p.a. (estimate) January 2010

PF: Funding Situation – WG2 report Objective of the report • Define full funding • Reach full funding in 2033 Findings • Underfunding: 2 bn CHF • Current cash flow from contributions below cost of pension benefit earned • Supplementary funding needed Status • Submitted to FC and Council • Ongoing discussions at FC January 2010

  31. PF: Next steps • Strengthening of CERN PF Unit initiated (more resources) • Funding situation on Council agenda • Strong commitment from stakeholders • The challenge is now known Pension Fund matters are very long term in nature and require measured approach January 2010

Summary • Look forward to physics at the LHC in 2010 lay the foundations for LHC upgrades and post-LHC era develop the role of CERN in global particle physics • Requires continued level of commitment and support from member states and partners around the world • Builds on YOUR commitment and dedication I am optimistic and confident January 2010
