  2. WHY ASSESS? Reasons to seek assessment: • Improve your skills • Work higher-level games • Prove you've still got what it takes (yourself/others) • Beat the maintenance clock • Beat the chronological clock

  3. TYPES OF ASSESSMENT OCSOA utilizes several types of assessments: • New (for those new to OCSOA) • Upgrade(desire higher level games) • Maintenance (ensure standards) • Blind (when performance is questioned) • Play-Offs (ensure officials represent OCSOA's best)

  4. NEW • Assessment on either dual or diagonal system • Pre-season, tournament, or regular season games • Verbal feedback following the match • Fee included in new membership Dues

  5. UPGRADE • Grade-dependent, either dual or diagonal system • Most likely regular season games • Verbal feedback followed by written report • Fee paid by official

  6. MAINTENANCE • Purpose is to ensure: • referees are appropriately ranked • provide schools with competent officials • Periodically assess our high-level referees(100-300) • Assessor fee paid by official • Results in upgrade, maintain, or downgrade

  7. BLIND • Requested by OCSOA Board • Official unaware, assessment unannounced • Results go to Board • Assessment fee paid by OCSOA

  8. PLAY-OFFS • Exclusively for Play-off/Final’s teams from each unit • Entire team assessed (incl. 4th official) • SCSOA & OCSOA-designated assessors • Assessment fees paid by OCSOA

  9. Requesting an Assessment • First contact OCSOA- Tom Freker - tommyref7@aol.com - (714) 514-2045 - Don Russell- darussell1@att.net - (949) 212-7500 • OCSOA will then:- select appropriate game- assign an assessor • Prior to game date, assessor will contact you to confirm details

  10. Assessment Focus • Game Control & Player Management • Field Coverage & Fitness • Restart Management & Mechanics • Professionalism & Teamwork • Application of NFHS Rules

  11. Game Control & Player Management • Makes consistent & timely decisions • Handles misconduct • Proper application/denial of advantage • Use of personality to control players • Use of visual and verbal communications

  12. Field Coverage & Fitness • Demonstrates fitness throughout match • Moves & positions for best view/angle • Avoid interfering with play • Anticipates play/ball movement • Moves & positions for best view/angle

  13. Restart Management & Mechanics • Management of set pieces • Handles wall/encroachment • Penalty kick management • Positions self relative to:- throw-ins- free-kicks- goal-kicks- corner-kicks

  14. Professionalism & Teamwork • Timely arrival • Appearance-clean uniform-proper patch-predominantly black shoes • Pre-game instruction • Attitude, conduct, presence • Field inspection • Check-in with coaches • Communicates/signals w/partners

  15. Application of NFHS Rules Correct application of NFHS laws re:-restarts- throw-ins- substitutions- signals- injuries- clock- whistle (lead vs trail in dual)
