Students pursuing career/technical studies in high school have access to high school career/technical courses that are aligned to postsecondary studies and have end-of-course exams or program assessment that, if passed by students, can result in postsecondary credit if the student has already met other conditions for enrollment into credit-bearing courses. CCTI - Atlanta 03-20-06

  9. States will know they have an effective system when: 8. Seniors meeting readiness standards for college are given access to quality college-preparatory studies that allow them to get a jump start on postsecondary studies. CCTI - Atlanta 03-20-06

Community colleges have a parallel commitment to the successful completion of degrees and certificates as they presently have to provide access to postsecondary studies. An emphasis on completion must represent a significant change of priority. CCTI - Atlanta 03-20-06

  11. States will know they have an effective system when: 10. Postsecondary institutions have a system of streamlining the transition from one institution to another without penalizing the students for taking excessive amounts of additional coursework. CCTI - Atlanta 03-20-06
