Background • 2004 LISGIS was created and a Division for Coordination and Dissemination was formed. • Manual Document existed before 2007 • Liberia joins other countries in the world to document censuses and surveys in 2007. • We used the Metadata Toolkit to document our Censuses and surveys • First documentation by Mr. Ivo Njosa, a WB consultant to LISGIS in 2008 LISGIS

DOCUMENTATION Division and Team • This division is charged with the responsibility of documentation, achieving and dissemination of all censuses and surveys conducted by LISGIS. • 2010 Training was conducted by PARIS21 to some LISGIS Staff • Before documenting any censuses and/or survey, a team is formed comprising the following staff: • Two persons from dissemination division • One person from Economic statistics • One person from Data process • One person from the IT • One person from the PRO LISGIS

Methodology For Census (2008 NPHC) We selected 20% of the census data and weighted it. • Methods of the census - we explained the methodology in the process. • Variables - Variables are defined • Definitions - Definitions are explain to the fullest • Capture the information required • Upload the census questionnaire and the associate documentation • Capture the metadata of the census . LISGIS

  6. Methodology • Editing - Editing is done before the documentation is completed and uploaded • Assessment of data - We have put in to place the assessment of our data through our website and other dissemination tools LISGIS

  7. Data quality Assurance. • Data quality - Before data are uploaded the following are performed: Put the relevant documentation/ instructments together Ensure training of the data entry staff After data entry, print to proof read the data Upload the data LISGIS

  8. Methodology Con’t Anonymization procedure Removed Individual identity Removed Household identity Removed Business entities and organization identity This to ensure that identification of individual is not achieved before achieving. LISGIS

  9. NADA Data Cataloguing • Introduced and sponsored by Paris 21 • NADA is now being customized and uploaded toLISGS website. (EG: CWIQ, Education, RISK, etc.) • It is a storage site which is have Surveys loaded on a CD and uploaded to the site. • For example: You can find NADA online (www.lisgis.org/nada) LISGIS

  10. Other Documentation • We used the Metadata Toolkit to document various surveys and other censuses • 2006/2007 LHDS • 2007 National Establishment Census • 2007 CWIQs • 2009 Human Resources for Health Census • 2007 LDHS etc LISGIS

Other Tools used for Documentation • CensusInfo • Training conducted but has not been used Integrated Management Information Systems • Set of relevant indicators at national and local levels • harmonize methodologies of data collection, processing and analysis • Preservation and dissemination of data.   12. Challenges • Lack of motivation of current staff. • Insufficient resources. • Lack of cooperation among ministries and agencies to provide information for documentation. LISGIS

Motivation Availability of cooperation of international organization use of the tool Data dissemination and Sharing policy will soon be launched among government line ministries and agencies in Liberia Government of Liberia willingness to support documentation and dissemination of data. LISGIS
