GENERAL PROGRAMME DESIGN • Program objective is to install 20 - 200 Wp SHSs to off grid rural households and businesses for lighting, operating TV, charging mobiles, etc. (around 65,000 per month) • IDCOL (state development bank) is the CME and manages the program • IDCOL admits eligible Partner Organizations into the program, extends finance to POs and ensures overall program quality • POs in turn extend credit to households, install and service the SHS • Households pay the cost of SHS through a deposit and monthly installments

DESIGN OF CPAs • CPAs defined based on year of installation of SHS • Total installed capacity per CPA kept within 15 MW limitas per small scale CDM project criteria • Additionality, stakeholder consultation, environmental impact assessment of CPAs defined at PoA level • CPA 1 (Jun 2007 - Dec 2009) was included along with PoA DD during registration

ISSUES FACED • Need for Post Registration Change (PRC) due to changes in monitoring plan • Solution: First all inclusions were completed and then PRC was done to avoid loss of crediting period • Ensuring that an already strong and very large data base would stand up to CDM requirements • Solution: Careful analysis of database to remove 100% of any duplicate / discrepant installations.

ISSUES FACED contd….. • Estimation of installations for future CPAs • Solution: Projections for SHS installations for 2013-14 made based on installations in 2012 • Co-ordinate and collect data from 45+ POs • Solution: Effective inspection team was deployed by CME to collect documents, reports on monthly basis

DEVIATIONS FROM REGISTERED PoA DD “ Biggest issue in PoAprogramme implementations” Modest Post Registration Changes (PRC) were required and made to the Program and CPA DDs to simplify monitoring and eradicate the need to account for leakage

Training on CDM Operations Plans and Sub-ERPA Contracting Installation of SHSs in Bangladesh • Maintain up to date and accurate electronic database • Reduce deviations from monitoring plan as much as possible ahead of issuance • Provide proper training to project staff before DOE site visit • Archive, list and provide all documents for validation in advance of site visits by DOE • Include future CPAs to avoid loss in crediting period G. GENERAL PROGRAMME DESIGN • Distribution of 14 - 24 W energy efficient Compact Fluorescent Lamps (CFLs) in place of incandescent lamps (ICLs) to households in Bangladesh • Maximum of 6 lamps were provided free of cost to households in exchange of old ICLs • 4 power distribution utilities implemented Phase 1

GENERAL PROGRAMME DESIGN • Phase 1 • Around 10.5 millions lamps were distributed for free to households across Bangladesh • Covered 27 districts in Bangladesh, through over 1,400 distribution centres

GENERAL PROGRAMME DESIGN • Phase 1 • Issues faced in programme implementations • High delay from household baseline survey to start of distribution • CFLs failed despite receipt of an independent lab test report • Utilities did not properly capture and maintain data • Having 2 different wattage CFLs led to incorrect lumen lamps being exchanged and data capture errors

GENERAL PROGRAMME DESIGN • Phase 2 • Around 7.25 million planned to be installed in households • Key changes done in program design based on phase 1 experience • Stringent supervision of CFL procurement and standards to improve CFL quality • Direct door-to door CFL installation – baseline survey done same time • Only 1 utility involved and 1 wattage CFL • CME instead of REB takes on overall data base role

ISSUES FACED • Co-ordination and data collection from various utilities • Solution: Several meetings carried out with utilities to collect data required for CPA preparation • Segregation of CPAs based on distribution regions • Solution: Distribution regions for phase 2 identified after detailed study to avoid duplications in CPAs, potential consumers available in the region, etc.

ISSUES FACED….contd…. • Change in programme management system • Solution: All proposed changes in phase 2 were studied and included in CPA preparations without major deviations from registered PoA DD • CFL delivery through “distribution centres” changed to “door-to-door direct installation” • Solution: Impact on programme implementation, monitoring plan, etc. were studied and changes done in CPA DD

HANDLING CHANGES IN PROGRAMME • Many moderate changes in programme plan from phase 1 to phase 2 implementation such as: • CFL specifications • Distribution method • Data management system • Responsibilities of various entities • Changes were incorporated in inclusion CPAs without deviating from registered PoA DD • Hence, no Post Registration Change (PRC) was needed
