  5. FWISD Bilingual Students and Teachers • As we saw in the previous slide, we have a total of 64 DLE campuses serving a total of 16,486 bilingual students in FWISD. • We have 898 Bilingual/ESL teachers dedicated to serving the needs of our DLE students. FWISD’s Dual Language Program

  6. FWISD Program Placement • Students that are placed in the FWISD One-Way model, are students that are multilingual students (known as ELLs). These students automatically qualify to be placed in the DLE Program. • Students that are placed in the FWISD Two-Way model, are students that are multilingual and automatically qualify to be placed in the DLE Program along with English monolingual students. The monolingual students must apply to participate in the DLE Two-Way Program. Applicants for the Two-Way program are selected by criteria established in our lottery system.   7. Multiple Language Learner Data TEA PERFORMANCE-BASED MONITORING ANALYSIS SYSTEM Bilingual Education/English as a Second Language 2012 was the first year that Spanish and English scores were combined for students in Bilingual programs. In previous years, were reported separately.

FWISD DLE Program Implementation Specialists • Responsibilities are as follow: • Advocate for Dual Language Enrichment • Assist in student placement • Submit recommendations for staffing/ conduct teacher certification audits • Provide guidance in leveling classrooms • Perform demonstration lessons • Administer program implementation visits • Serve as teacher mentors • Support our BTAPs • Develop/conduct DLE/ESL (ELPS, TELPAS, etc.) Professional Learning activities • Provide technical assistance to DLE campuses • Collaborate with all content area departments and other district stakeholders • Develop/conduct Lead Teacher, faculty, parent and community meetings • Recommend/order DLE supplemental materials/resources • Disaggregate and analyze student performance data • Support and advance district goals and initiatives • Organize and lead in special projects and tasks as assigned by the director • Translate and review district developed curriculum, assessment, etc. • Identify/train DLE Cadre Presenters • Coordinate/facilitate special language summer school FWISD’s Dual Language Program

FWISD DLE/ESL Professional Learning Activities • Sessions are scheduled after school for 3 hours (4:00pm-7:00pm). • Each session is provided to specific grade level ranges, PK-1st and 2nd-5th grade. • Each DLE/ESL session was offered 14 times • Sessions offered this school year were as follows: • Estudios Sociales en Español: ¡Si se puede! (PK-1) • Estudios Sociales en Español: ¡Si se puede! (2-5) • Enseñando Ciencias Naturales (PK-1) • Enseñando Ciencias Naturales (2-5) • Math Instruction that supports ELLs (PK-1) • Math Instruction that supports ELLs (2-5) • Artes de Lenguaje en una clase de enriquecimiento dual (PK-1) • Artes de Lenguaje en una clase de enriquecimiento dual (2-5) • Language Arts in the DLE Classroom (PK-1) • Language Arts in the DLE Classroom (2-5) • Online ELPS Follow-up for New Teachers (PK-5) • Separate PL sessions especially designed for our Two-Way teachers • Dual Language Institute Training • Stop Gap • FWISD DL Program • FWISD Difference • Support meetings FWISD’s Dual Language Program

Stipend Incentive • Bilingual Teacher Assignment $2,250 • Bilingual Certified Teacher (meeting all state certification criteria) • Provide Spanish instruction in keeping with the DLE model • Teacher of record for Spanish-speaking LEP students • Principal attestation • PL Stipend $900 (optional) • Attend 12 hours of DLE sponsored/ approved PLs • Complete Action Plan for each session attended

Challenges • Remind district stakeholders that DLE program research supports the model as being the most effective in serving MLLs • Encourage fidelity to the implementation of the model to ensure the expected/desired results • Clarify the interdependent nature of our program with all academic and leadership areas
