Better Regulation

This article explores the concepts of zero emissions and zero waste as a solution for better environmental regulation in industry. It discusses the importance of preventing pollution, promoting recycling and treatment of waste, and the need for dilution and incineration as last resorts. The article emphasizes the need for stricter regulations, avoidance of concentration values, and the role of organizations like Danmarks Naturfredningsforening and the European Environmental Bureau in advocating for better environmental practices.

  1. Zero Provisions Better Regulation Concentration values Deregulation Dr. Jens Peter Mortensen Environmental Regulation of Industry Danmarks Naturfredningsforening EEB Representative in TWG of WI, WT & FDM BREF Notes Article 13 Forum in 2011 www.dn.dk, e-mail; jpm@dn.dk, Phone +45 3119 3210

  2. WI BREF Note Prevention Recycling Avoid Concentration Values & get: Landfill & Waste incineration Skip present data collection questionnaire Too many conflicting interests of industry • No double standards • Real life driving - monitoring • No need of statistic complexity: • OTNOC, SUSD & Confidence Intervals

  3. Prevention Data Prevention Invested in pretreatment and AD (not on site – so no recovery of heat from biogas). Recycling Landfill & Waste incineration • Increased energy efficiency & recycling. • Reduced air pollution volumes with 20 %. Reduced waste for incineration with 100.000 tons • ELVs: Formulated as emission volumes/volume of input of waste/time. • Vestforbrændingen: • Started import. No need for investment in WI in other EU member states.

  4. FDM BREF Note Prevention • Zero wastewater: • Wastewater from cleaning; • avoid, reuse, recycle. • Residual to AD & farmland Filter/Treatment Longer pipes /Dilution Urban Wastewater Directive – ELVs: concentration values Existing FDM BREF note • Any emission is a loss of resources and a loss of potential economic income. • Data collection has just finished.

  5. Conclusion • Zero Emissions + Zero Waste is the simple solution on better regulation Zero Emission + Zero Waste = Zero Provisions in Permit Prevention Prevention Treatment Recycling Dilution Incineration
