Why BR is becoming so important at EU level? • Economic integration in EU is overwhelmingly about regulation, not about budgetary spending • Burdensome regulations halt the entrepreneurship in many EU Member States • In 2000 the Lisbon Strategy deemed high quality of legislative environment as the key element for improvement of competitiveness of EU economy

  3. What were issues at stake? • Transposition of EU legislation • The cumulative effect: law harmonisation, implementation, application and enforcement • Negative view: Poland was said to gold-plate and implement early • No experience in application ofacquiscommunataire

  4. Is Better Regulation a driver for national reforms? • Stimulates debate • More attention for application of BR instruments • More attention for quality aspects (RIA, consultation) • More attention upstream (EU) and downstream (enforcement)

  5. Priorities at EU level 2006- 2007 • Better regulation discipline – systematic use of robust impact assessment – embedded across the Institutions • Commission’s IA including new MS characteristics • EU’s simplification agenda - achieving real simplification with tangible outcomes • Measurement of administrative costs is just an element of cost assessment • Strengthened focus on SMEs
