PRoMPt SHORT TERRITORIAL STATUS REPORT Data on losses and costs economic data & costs for wildfire outbreak (2006) • Direct Costs: each Italian paid around 10 euro per capita, • Kyoto Protocol costs: wildfires have produced around 2.2 million ton of greenhouse gas emission: at Wall Street Stock Exchange the value of a tonne of CO2 is approximately $20. • Envinronmental costs: each Italian family losst a tree (more than 10 million trees destroyed). PRoMPt SHORT TERRITORIAL STATUS REPORT Policies to reconstruct and incentives recovery programmes and plans of the areas covered by fire. • no plans or programmes: • Abruzzo Region missed Regional Plan for Forests; • each forest holder (public or private) has to activate recovering actions when incentive calls occur or funds are assigned. • The national law 353/2000 prohibits for five years the activities of reforestation and environmental engineering incurred with public funds. PRoMPt SHORT TERRITORIAL STATUS REPORT Policies to reconstruct and incentives investments in reconstruction Activated by Abruzzo Region the Measure 226 of RDP (Rural Development Plan) 2007-2013“Reconstitution of forestry production potential and preventive measures” In respect of the law forest fire framework (L 353/2000): • prohibition for five years the activities of reforestation and environmental engineering with public funds. • mandatory for the use of local natives plant species. PRoMPt SHORT TERRITORIAL STATUS REPORT Measure 226 of RDP (Rural Development Plan) 2007-2013 Eligible interventions : • Cleaning of burned area (dismantling cuts); • Revitalization of stumps (sawmill woods ); • Landscaping: construction of small horizontal structures to curb surface erosion, using the logs from dismantling cuts; • Replanting autochthonous species in the pine woods coastal; • crop care within the first two years to encourage the rooting of the seedlings.
