Project Objectives. To provide a framework to inform independent decision-making, based on a shared vision and understanding of the future development requirements of the Port and the City.
Port/City Objectives. • Transnet’s objectives To reduce the total logistic’s cost of doing business by optimising the development of the port from a National perspective. • City’s objectives To maximise the impact on the local economy by optimising the operations and development of the port and it’s intergration.
In A Nutshell. To optimise the integrated development of the port by balancing the regional objectives of the city and the National mandate of Transnet.

Roles and Responsibilities. Project Directors • ensure the interests of the Port / City are represented in the joint planning process. • ensure that the interests of their broader stakeholders / roleplayers are represented in the joint planning process. • co-chair the Transnet/City Forum meetings.
Roles and Responsibilities. Project Directors (cont.) • report to the Port / City executive management and project sponsors. • direct the project via their Port / City Co-ordinators. • responsible for approval of the Joint Planning project, the budget, and the appointment of the project team.

Project Co-ordinators • responsible for the successful execution of the Joint Planning project. • report to the Port / City Project Directors. • instruct the team according to an agreed project plan. • co-ordinate all interfaces between the Port and City teams and specialist consultants, to ensure successful integration of all activities.

Project Co-ordinators (cont.) • Co-responsible (with facilitation team) for the briefing of consultants, monitoring their progress, and presenting their reports (with the assistance of Port / City team members). • responsible for the delivery of documentation and the presentation of alternative and preferred scenarios for the development of the Port. • responsible for delivery of the final report of the Joint Planning project.

Economic • develop economic model to evaluate scenarios including new and emerging market trends such as ship building, ship repairs, etc. • the role of the Port in terms of local, regional and national economic development including the determination of relative value. • given that the Port has limits, what are the optimal activities that should be located in the Port of Durban • alternatives, once capacity has been reached, for relocation of “non-optimal” activities • the impacts of the Airport Port and Dube Tradeport. • Maritime sector development strategy.

Environmental. • objective to ensure that Durban Bay remains a viable and ecologically functional estuary in the long-term, ensuring a sustainable supply of environmental goods and services • taking this objective into account, to assess and evaluate the impact of the proposed expansion interventions in order to determine: • which impacts cannot be adequately managed or mitigated • which impacts could be managed and mitigated and what would be required to achieve this (skills and resources) • outline other suitable expansion options which may be acceptable in terms of the stated objective.

Traffic & Transportation • evaluate / quantify traffic impact of each of the scenarios. • develop mitigating measures to deal with impact using trend scenario and also interventions in terms of preferred mode. • develop preferred solution. • cognisance must be taken of the Cities long term transport/freight strategy and National and Provincial initiatives including possible inland container facility and logistic link to the Port and possible creation of an intermodal logistics center. • jointly promote facilities and infrastructure that allow for intermodal transfer of container or other goods and optimises the road/rail modal split.
Traffic & Transportation (cont). • develop options for management of road based heavy vehicles including strategic holding/staging areas and scheduling system. • costing of alternatives. • evaluation of solutions must cover road infrastructure provision, PT requirements and freight. • the Port security issues must be factored in especially the closure of Maydon Road.

Port Engineering. • prepare conceptual plans of the Port showing the various alternatives for the Port’s long-term development, focusing on waterside, landside and inland transport infrastructure; and preferred operations / land use. • evaluate the proposals in terms of cost, capacity, timing, operational efficiency, environmental and social considerations etc. • incorporate Salisbury Island, Bayhead and the Airport site into the development proposals. • consider alternative navigational routings to access new port expansion in the Bayhead area.

Precinct Planning. • investigate and report on the proposed relocation of Port operational activities from the Point and Victoria Embankment, considering the following: • identify activities to be relocated and preferred siting for relocation. • timing of relocations. • costs of relocations. • impact on port operations. • alternative utilization of vacated port land. • navigation and security implications. • Undertake a issues analysis of the other Port /City interfaces. • Develop a land rationalization protocol to facilitate desired land use and owner • Land use strategy for the various Pot/City interface.
