  1. PROMOTION OF THE RIGHTS OF PERSONS WITH DISABILITIES IN THE DEPARTMENT OF SOCIAL INCLUSION Secretary of Access to Rights and Equity Washington DC, March 27, 2018

The Department of Social Inclusion (DSI) of the Secretariat for Access to Rights and Equity (SADYE) fulfills the following roles regarding the rights of persons with disabilities: • To act as Technical Secretariat of the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities. • Provide technical advice and accompaniment to Member States for the inclusion of persons with disabilities in the region. • Promote initiatives to mainstream the perspective of disability in the management of the Organization and in the Regional Development Agenda.

CIADDIS ADOPTION The Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities (CIADDIS) was adopted on June 7, 1999 by the General Assembly of the OAS in resolution AG / RES. 1608 (XXIX-O / 99), within the framework of its twenty-ninth regular session in Guatemala. The objectives of the Convention are the prevention and elimination of all forms of discrimination against persons with disabilities and the promotion of their full integration in all areas of society through legislation, social initiatives and educational programs developed in each State Party. The Convention entered into force on September 14, 2001 and has 21 signatures, 18 ratifications and 1 accession by OAS Member States.

FOLLOW-UP MECHANISM FOR CIADDIS In order to follow up on the commitments made at CIADDIS, Article VI provides for the establishment of a Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities composed of a representative designated by each State Party. Each representative has two alternates.

FOLLOW-UP MECHANISM FOR CIADDIS The Committee, commonly known as CEDDIS, is the forum to review progress in the implementation of the Convention and to exchange experiences among States Parties In accordance with Article VI of ICSID, States parties are required to submit to the CEDDIS a national report indicating the measures they have taken in the implementation of this Convention and any progress made by States Parties in the elimination of all discrimination against persons with disabilities. The reports shall also contain any circumstance or difficulty affecting the degree of compliance resulting from that Convention.

  8. Reports evaluated by the Committee during its Fifth, Sixth and Seventh Meeting (Mexico, November 2015 / Guatemala, May 2016 / Chile, October 2016) SECOND NATIONAL COMPLIANCE REPORT ON CIADDIS-PAD Among the 10 countries in the first group, 9 of them presented extensions.

  10. SECOND NATIONAL COMPLIANCE REPORT ON CIADDIS-PAD

  11. Article 20. Reports of the Committee Reports drawn up by the Committee as a result of the review of progress made in the implementation of the Convention on the exchange of experiences between States Parties and of the analysis and study of reports submitted by States Parties shall include the discussion and shall include information on the measures that States Parties have taken in implementation of the Convention, the progress they have made in eliminating all forms of discrimination against persons with disabilities, and the circumstances or difficulties they have had with the implementation of the Convention. Convention, among others. The report shall also include the Committee's conclusions, observations and general suggestions for the progressive implementation of the Convention. REGIONAL OBSERVATORY OF DISABILITY First technological platform accessible in the GS / OAS The inclusion observatory consists of a virtual platform that will group by theme the public policies, national programs, legislation and good practices that are being implemented in the different countries of the region to improve the inclusion of people with disabilities. This project hopes to encompass not only the information reported by the countries in their national reports on compliance with the ICSID-PAD (which is expected to give greater visibility to their efforts), but also all kinds of experiences of inclusion that come from the organisms international organizations, civil society or other non-member States of the organization. The observatory will reflect by area of ​​action the reports of each Member State in the implementation of the PAD and at the same time hopes to serve as a point for the dissemination of national or international normative frameworks, events, publications, articles and all kinds of information of interest to the people with disabilities, at the service of society and government agencies that can use this information for the design of the public agenda. This project will also incorporate a perception guide consisting of a survey addressed to civil society.

REGIONAL OBSERVATORY OF DISABILITY During the V Meeting of CEDDIS, the Committee agreed to form a working group to monitor the development of the observatory until its formal launch, including validation of accessibility standards. This group is composed of the following six countries under the general coordination of Mexico: Argentina, Bolivia, Chile, México, Panama, Paraguay ACTIVITIES IN PROGRESS: • Disaggregate information from reports into policies / programs / legislation / activities / good practices (WG) • Add the information in the observatory (ST) • Evaluate accessibility standards (GT) • Platform under development:: http://sediscap.juanbarba.com/scopes

CEDDIS GOOD PRACTICES DATABASE The databank will be a catalog of successful and innovative experiences that will be distributed among the following categories: accessibility, awareness, access to justice, labor inclusion, educational inclusion, innovation-new technologies, community-based health and rehabilitation, social awareness, public or private management, and sport-leisure-recreation. OBJECTIVES To foster international cooperation among States through the exchange of information between their public administrations and private entities, implying them as active agents of a process of social awareness; To strengthen the visibility and recognition of national efforts that demonstrate a positive and effective impact on the social inclusion of persons with disabilities and the promotion and protection of their rights; To disseminate the commitment of the members of the CEDDIS, contributing to the transparency and participation of the citizens.

CEDDIS GOOD PRACTICES DATABASE During the fourth quarter of 2015, the platform was completed through a consultancy and with the support of Senadis-Chile:http://www.observatoriodeinclusion.org/BBP-CEDDIS/index.php/es/ At the V Meeting of CEDDIS, the Committee agreed to form a working group that will monitor the development of the database, including validation of accessibility and content standards. This group is composed of the following 6 countries under the overall coordination of Chile: Argentina, Chile, Colombia, Costa Rica, Guatemala, Peru At the VII CEDDIS Meeting, the Database Regulations were adopted. SYNERGIES WITH UNITED NATIONS Accompaniment of experts from the United Nations Committee at the First, Third, Fourth, Fifth and Sixth Informal Sessions of the CEDDIS in NY (2011-2014, 2015, 2016, 2017) • Technical Assistance of UN experts during the IV, V, VI CEDDIS Meetings. • Co-sponsorship of the UN in side events of CEDDIS 2016-2017. • Participation of the DSI in a side event on the intersectionality between the CRPD and the Convention on Migrant Workers and their Families.

  18. CEDDIS FIRST SIDE EVENT June 15, 2017 Inclusive Initiatives for Persons with Disabilities in the Americas within the framework of the Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities (CIADDIS)

CEDDIS FIRST SIDE EVENT OBJECTIVE Provide a space for reflection on the progress and difficulties registered in the States of the American Continent to fulfill the objectives of this Convention, in view of its fifteen years of validity. A panel of high-level experts shared the ongoing initiatives to promote legislative reforms and the adoption of public policies aimed at removing barriers to the inclusion of people with disabilities, with the potential to be replicated in other regions of the world, thus promoting international cooperation among the nations as a platform for development.

CEDDIS FINANCIAL SITUATION Second Special Meeting of the CEDDIS, Lima, Peru, April 25 and 26, 2012 The Technical Secretariat presented an estimated budget for the annual operation of the CEDDIS and its Secretariat for an amount of approximately $ 222,751.47, which would allow, inter alia: • The translation of CEDDIS documents; • The publication of their observations or manuals; • Specific consultancies for investigations, diagnostics, or other products entrusted by the Committee; • Holding CEDDIS meetings • Recruitment of administrative support in the Secretariat

CEDDIS FINANCIAL SITUATION Second Special Meeting of the CEDDIS, Lima, Peru, April 25 and 26, 2012 The Chair suggested that the estimated budget for the operation of the CEDDIS should be fairly distributed among all States Parties to the Committee, with an estimated annual contribution of $ 15,000 per State Party. The plenary unanimously welcomed the proposal and adopted Resolution CEDDIS/RES.3 (II-E / 12) "Contributions to the Specific Fund for the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities"

CEDDIS FINANCIAL SITUATION CEDDIS/RES.3 (II-E / 12) "Contributions to the Specific Fund for the Committee for the Elimination of All Forms of Discrimination against Persons with Disabilities" The Committee undertakes to take steps to obtain the contribution of its member governments in an equitable amount with respect to the amount reflected in the estimated annual budget for its operation, and the number of States Parties to the CIADDIS, calculating the value of each annual contribution of fifteen thousand (15,000) dollars for each State.
