  4. Actual Needs of PWDs Same as everyone else: Need to grow to their fullest potentials To quality education Earn incomes Enjoy leisure activities Raise families Go shopping, go to the Banks, to vote, to pay bills, etc

  5. New paradigm-rights based approach Need protection of their Human Rights Already disadvantaged by their impairments-should not be further disadvantaged by obstacles to access opportunities Eg. Education, physical access

  6. What is good for PWDs is good for Society + Cost Effective • Universal design eg. ramps, lifts, bigger toilets, signages, larger print, disabled friendly public transport

  7. Continue… • Additional human resource and talent • Productive/less dependency • Less need for welfare • Alleviate poverty and hardship

United Nations Convention on the Rights of Persons with Disabilities In today's Star:NEW YORK: Malaysia has signed the Convention on the Rights of Persons with Disabilities at the United Nations headquarters here.… The Convention entitles the disabled to the full enjoyment of all human rights and ensures full and effective participation as well as inclusion in society, on an equal basis with others.

The eight general principles of the Convention are: • Respect for inherent dignity and individual autonomy; • Non-discrimination; • Full and effective participation and inclusion in society; • Respect for difference and acceptance of persons with disabilities as part of human diversity and humanity; • Equality of opportunity; • Accessibility; • Gender equality and respect for the evolving capacities of children with disabilities; and • Respect for the rights of children with disabilities to develop and preserve their identities.

  11. By-Law 34A of the Uniform Building By-Laws 1991Gazette Date 11 November 1993 The amendment, makes it compulsory for buildings to provide access to enable disabled persons to get into, out of and within the buildings.  Buildings already built before the commencement of this by-law must be altered to comply with the by-law within 3 years from the date of commencement.
