What is the Voluntary Diesel Retrofit Program? • A voluntary program designed to improve the emission performance of existing diesel vehicles and equipment • We are building a market for clean diesel concepts • Accelerating the delivery of ULSD • Forging business partnerships and relationships • Investing EPA resources to accelerate market growth

Successful Retrofit Program Model • The Diesel Retrofit Program works best when: • EPA HQ and Regional offices create partnerships with local leadership • Local leadership is in the best position to: • Create expanding retrofit programs (as opposed to a single demo) • Work with local fleet management and decision makers • Know how to secure local and regional funding • EPA will supply technical support: • Engine manufacturers • Retrofit manufacturers • Fuel refineries and suppliers

What is Retrofit Technology? • Retrofit technology can be: any change to an engine system above and beyond what is required by EPA regulations that improves the engine’s emission performance: • Catalyst or filter • Other devises or systems like SCR • Engine upgrade or engine re-flash • Use of early engine replacement • Cleaner fuels or additives • Idling control equipment • Combination of above • Retrofit technologies have verified effectiveness.

Retrofit Technology Verification • Objective:Evaluate the emission reduction effectiveness of retrofit technologies • Verification provides stakeholders with confidence that these technologies will achieve quantifiable emission reductions. • Verification consists of the following: • Application & Technology Description • Appropriate Testing Protocols • Statistical Sampling Methods • Durability Requirements

Generic Verification Protocols • Devices • First developed for catalysts, filters, and engine modifications • Intended to be straight forward • Repeat baseline tests compared to repeat retrofit technology tests • Degreened & aged devices with future in-use testing • Fuels, Fuel Additives and Lubricants • Anticipates lower reductions for gasoline & diesel fuels • Test program depends on technology • Immediate effect vs. Cumulative effect • SCR • Recognizes reduction and testing depends on calibrations • Ammonia slip monitoring

Simple Verification Process Example Manufacturer Applies To EPA & RTI  EPA, RTI & Manufacturer Develop Test Plan  RTI, Testing Organization & Manufacturer Develop and Sign Statement of Work  Testing Performed & Documented  RTI Generates ETV Report (which is public information)  OTAQ Includes on Verified Technology List  Explore Expanding Verification to Other Engines

Testing • Generic protocols describe general procedures • ETV procedures • Pollutants & parameters to measure • Test procedures & fuel requirements • Statistical evaluation of data • Degreened and aged performance is evaluated • Test plans have more specific information • Specific engine & product(s) to test • FTP & other tests required • Number of repeat tests • Each fuel to be used • Prefer to have test engine represent initial target fleet • more....

Important Verification Points • How Does the Technology Work? • Be prepared to document how (mechanism) the technology reduces emissions • Test Plans & Scope of Verification depend on the technology & mechanism • Immediate vs. Cumulative effect technologies require different test plans • “Cleaning effect” may require cumulative testing • Technologies to clean problem old engines must also perform on properly operating newer engines • Technologies with electronic controls may require consideration of procedures in the SCR protocol

Important Verification Points • You Must Know the Limits of the Technology • How broadly has it been demonstrated & how? • Are there durability or in-use operation concerns? • Does it require certain fuels or engine operation? • How does it perform on different fuels (2D vs ULSD)? • Does it perform the same in different engines / applications? • Must be demonstrated on properly maintained engines

Important Verification Points • What Emission Testing Has Been Performed? • Protocols require the Federal test procedure (FTP) • Opacity testing is not used in verification • I/M testing is not used in verification • Existing data is not used for initial verifications • Commercially Ready Technology • Applicant must know the design and operation • Do not want changes just before or after verification • Documentation should apply to the current product • Good to have your test engine representative of your initial or primary target fleet
