  3. In the absence of an existing baseline methodology applicable to the proposed A/R CDM project activity, a new methodology has been developed for the project. The proposed methodology is applicable under the following circumstances: The proposed project area, currently in a deforested state or is eligible for afforestation. The proposed project area that will be reforested will be used as conservation/preservation areas (no commercial logging). CONDITIONS UNDER WHICH THEMETHODOLOGY IS APPLICABLE TO A/R CDM PROJECT ACTIVITIES

  4. The economics of planting native forestry on the site do not justify establishment of reforested areas under normal economic conditions, the activities are not economically viable without CDM. The area will be permanently used as a conservation and preservation promoting the biodiversity corridors. Reforestation occurs using a wide variety of native species only. CONDITIONS UNDER WHICH THEMETHODOLOGY IS APPLICABLE TO A/R CDM PROJECT ACTIVITIES

  5. Most of the comments are not about the applicability of the methodology but on the way the methodology is justified. The comments largely point out that specific data used in the methodology are not suitable for other projects. The amount of project specific information should be limited. Make methodology more generic to allow other tree species and ecosystem types. The use of ecosystem specific equations is not appropriate. If this methodology is to be generic, then it is not good to propose a specific remote sensing technology. The methodology is highly specific by using local data (such as parameters for biomass equations), it contains a lot of project specific information. It is not discussed whether the methodology is applicable to all definitions of forests (different tree height, crown cover). SUMMARY AND ANALYSIS OFCOMMENTS

  6. But without these project specific data in the baseline and monitoring methodology, the project proponent might not able to prove that their project is additional. According to the GUIDELINES FOR COMPLETING CDM-AR-PDD, CDM-AR-NMB and CDM-AR-NMM the proposed new baseline methodology shall include the following : A basis for determining the baseline scenario. All formulae/algorithms and/or models, the following should be specified. The data sources and assumptions. According to the GUIDELINES FOR COMPLETING CDM-AR-PDD, CDM-AR-NMB and CDM-AR-NMM that all algorithms, formulae, models, and step-by-step procedures for applying the methodology shall be included.   7. But without these project specific data in the baseline and monitoring methodology, the project proponent might not able to prove that their project is additional. According to the GUIDELINES FOR COMPLETING CDM-AR-PDD, CDM-AR-NMB and CDM-AR-NMM that proposals should be written in a concise and clear manner.   8. Methodology seems to assume that land is completely uninhabited by communities. Applicability of methodology precludes project activities dealing with agro-forestry (e.g., harvesting fruits from fruit trees, non-timber forest products like rattan, rubber, etc). These agro-forestry activities could be important in providing livelihood opportunities to surrounding forest communities. The definition of native species is potentially problematic. For example, some Philippine foresters may claim that species are non-native and were introduced albeit many years ago. Host country may have to clearly define what are considered native species.
