  1. Data reuse and knowledge sharing Session 9 – Capacity building Camilla Trolle

  2. DIGITALIZATION

  3. The steppingstones • A public-sectoreGOVERNMENT strategi 2011-201 • - All communicationbetween the public sector and citizens/companies is digital • - Efficient digital co-operation across of the authorities and reuse of data and common • it-systems • 2. Implementation of IE-directive • - New reportingrequiments • - New model for environmentalinspections • 3. Economiccrisis: More tasks, same/fewerresources • Politicalfocus on companiesenvironmentalcommitments • - MinisterialCommittee for simplification and revision of the system for environmentalregulation for industrialfacilities

  4. Supporting the work flow Covering • Approx. 800 IE- installations • Approx. 5000 less potential polluting industrial facilities • Approx. 55.000 companies which require environmental inspections Environmental Inspection Application Permit Reporting Publication

  5. ”As-is”- situation • 100 local/national authorities (app. 700 experts) • Individual it-systems • Individual templates for application and permitting • Manual reporting to Danish EPA • Manyintrances for knowledgesharing

  6. ”To-be”- situation Access to environmental information Operator Application for wastewater Application for Construction Reports / Databases meeting EU and national requirements Application for environmentalPermit • EnvironmentalPermit • Master data • Permitconditions, • ELV, EQS Authority Central Data Repository • Reporting • Emission monitoringrequirement • IED/IPPC, Seveso, VOC • PRTR Database ELV/conditions • Inspection & Control: • Permitcondition, environmentalquality standard Site inspection

  8. Work Flow Support Environmental Inspection Application Permit Reporting Publication Data reuse - headlines

  9. Master data Company data Data about installation / Unit GIS data Etc Data accesible for the public Permits and Inspections Accesible for the authorities Permit conditions, Emission limit values Decision, Reasons, Conclusion Inspection reports etc The concerned installation officer and the involved authority Sensitive information Production; Materials, Processes Risks (Assessments Seveso) Enforcement:: Notice to Police Acces to informationFormat and division of data content Classification of data and documents

  10. Mapping of overall life cycle (steps in a work flow) Dialogue 3 X 1 2 1: Initiate a task (application/granting a permit…) 2: Elucidate an issue 3: Draft grant for hearing / initiate inforcement X: Granting a permit… etc.

  11. Updatering of centrale data in a life cycle DMA Platform and Central Data Repository L7 C8 Application handled in a municipality L5 C6 C3 L4 C1 L2 Local systems in the municipalities C These steps in a life cyclus are common and data are transferred from local systems to DMA Portal L These steps in a life cyclus are implemented and registered in a local system

  12. User rights for data registered in central data repository in a life cycle Application L C8 L C6 C3 L C1 L Temporary acces to data limited to Applicant and Administrative Officer Data is stored locally Access to data for the public Acces for local authority and interested stakeholders (subscription / notification) Protected data – Access according to laws (national/EU)

  13. Reuse of data • More consistent data - Lessredundancy • Standardisationaffecting/imply more qualified information • Lessresourcesused to meetreportingrequirements; automaticpull-outs • Initial phase in the strategy to have more open and accesibledata (Input to the eGOVERNMENTstrategy) • Side effects: • One datamodel for thisfield of the environment • (Master) data generated at the source • Standardisation– synonymous perception of the differentconcepts • Update / optimisework flow • Challenges: • Hugecoordinationtask with otherstakeholders (ministries and agencies, supplyers of it-systems)

  14. Improvingknowledgesharing (1): • Authorities: • Improved transparency in data generation and work flow • Streamlining of work flows • More sound foundation gives basis for more uniform decision making (database for permit conditions; permit for waste water) • Inspiration and support from similar cases or colleagues • One entrance for publication, notification and subscription of environmental data • Management statistic (for comparison, planning) • Challenges: • Administrative acts and regulation prevent “total” knowledge sharing between authorities • To many data are marked “Confidential” • Local approaches are being “steamlined” – local “autonomy” is being reduced

  15. Improvingknowledgesharing (2): • Companies: • Guided application process =>shorter processing time and more adequate application • More transparency in decision making, more identical decisions • Better overview of data and information • Challenges: • Sensitive information (competitive data, personal data) • Public: • Better access to information (one entrance – all permitting authorities) • More information (applications, permits, inspections, EU-data: IPPC/PRTR/Seveso) • Challenges: • Still very technical presentation (addressing layman - to be further developed)
