Through ACAHO Lenses… • ACAHO Members are integral to health, “health system”, and nation-building and part of an “Industry” • > 80% of all public monies invested in health research flows through ACAHO members • > 20,000 scientists, clinical investigators, other researchers and staff involved in health research • University-Hospital partnerships critical • Federal Government is critical to ACAHO members: • $0.75 of each public dollar invested in health research • $7.3B dollars in initiatives like CIHR, CFI, Indirect Costs, Canada Research Chairs, Genome Canada, Venture Capital, MaRS, etc

  4. Canada’s Science and Technology Strategy… • Canada is a world class performer in public sector investments in R&D • Need to improve our performance when it comes to the process of technology transfer/commercialization • How do we attract additional investment from the private sector?

  5. ACAHO’s Strategic Approach… Strategic Focus on two separate, but interlocking Streams of Policy Activity: 1. Federal/National Role in Contributing to/Maintaining a “Sustainable” Health System – in its Dimensions 2. Role of the Federal Government in Supporting/ Nurturing Canada’s Health Research-Innovation-Commercialization Enterprise

Where Do We Go From Here…? • Why continue to invest in the health research value chain? • Multiple impacts of knowledge translation • The “Innovation Gap” (productivity) • The need for effective alignment (national strategy)? • Strategies • Demonstrate ROI (Social, Health, Economic)? • Square the “Political Life-Cycle” with the “Research Life-Cycle”? • Need to frame policy issues/challenges to complement the federal government’s agenda • As a community, actively engage the federal (and provincial) political processes with clear, concise and consistent messages

  7. …Calls and echoes from the field • “…Given the role of Members of Parliament in setting government funding priorities, we surveyed Members of Parliament about their knowledge of and attitudes toward health research, health research funding and CIHR…” • “…Our results highlight significant knowledge gaps among Members of Parliament regarding health research. Many of these knowledge gaps will need to be addressed if health research is to become a priority.” (Clark et al, 2007, CMAJ)

  8. …Calls and echoes from the field • “…We must regard this [survey]…as a challenge to all of us involved in health research to do a far better job of informing politicians and policy-makers about the work we do and inviting them to participate in our successes. • “…We may give ourselves high marks when it comes to teaching the next generation of health care professionals and researchers, but we are failing when it comes to educating key decision-makers….” (Paige, 2007, CMAJ)

  9. ‘Goods and Services Tax’ • Ongoing dialogue with CRA • White Paper expected in December 2008 • Meeting to discuss implications • Look to improve on current policy interpretation

  10. ‘Securing the Future of Canada’s AHSCs’ • Funded by Health Canada and supported by over 21 National Health Organizations • Creation of Steering Committee & National Task Force • Produce report w/ recommendations by Fall 2009 • Expect research to be key component of Task Force focus

  11. ‘Research Priorities’ • Objective: • A real world and accessible snapshot of what is driving research at ACAHO member organizations for policy makers who have significant impact but not always sufficient understanding of what ACAHO members do. • Timeline: • Responses due November 21! • Draft report December • Benefit to members: • Cross Canada information sharing • Information to facilitate negotiation with policy-makers

  12. ‘ Funding Flow 2nd Ed.’ • Objective: • To develop a survey that provides commensurable data on research in academic healthcare organizations • To use the resulting data for advocacy, education, needs assessment, planning and benchmarking purposes • Timeline: • Survey questionnaire in development with VP Research Advisory Group. Administration in December • Benefit to members: • Cross Canada information sharing for planning and benchmarking purposes • Information to facilitate negotiation with policy-makers

  13. ‘Funding Flow 2nd Ed.’ • How is research structured, governed and organized? • What are key priorities for national collaboration? • What is the size & source of infrastructure and grant funding as well as base budgets and indirect costs? • What is the current coverage for indirect costs? • What is the “gap” from research to commercialization? • What is the “immediate opportunity” re commercialization? • What is the research contribution in terms of employment? • What are the physical space requirements and projections? • How many patents, disclosures, spin-offs, publications? • What policies & practices exist i.e. IP, indirect costs?

  14. ‘Power of Three: Patient Care-Research-Teaching’ • Objective: • To describe, by synthesizing existing datasets and seminal reports, the tri-partite mandate of Canada’s Teaching and Research Hospitals to facilitate sustainability, funding, and planning conversations. • Deliverables: • Technical Report • Various communication products • Benefit to members: • Synthesis of various information sources • Information to facilitate education of policy-makers • Backdrop for future planning initiatives

Other Research-Related Activities • Newsletters • Analytique: Research, Teaching, Patient Care • Diagnostique: Government Relations • Call for leading practices • Patient flow: 2008 • Patient safety: 2009 • Monitoring of legislative landscape • Example, how does Bill C-54 impact research labs? • Collaboration with National Stakeholders • Example, advertisement in Hill Times
