Walsall Children: Safe, Happy and Learning Well’ 2017/18 Rebalancing the Budget • Children’s Services has identified budget saving proposals of £9.267m over the Mid Term Financial Outlook (MTFO), profiled as follows: • Year 1 (2017/18) - £3.429m • Year 2 (2018/19) - £2.503m • Year 3 (2019/20) - £3.335m • £3.479m of the above saving were operational savings (through efficiencies and service redesign and £5.788m were policy savings) See next slide for details of individual policy savings • Children Services has also requested investment of circa £7m over the MTFO, to mainly support the implementation of a revised Children Social Care structure along with a caseload threshold guarantee for Social Workers which should drive the permanent recruitment of Social Workers and support the delivery of the LAC reduction.

Walsall Children: Safe, Happy and Learning Well’ 2017/18 Rebalancing the Budget • Consultation for the Draft Budget and Capital Programme concluded during December 2016, with Cabinet then considering those responses to agree a final draft budget. • The following saving proposals were amended following the outcomes of consultation: • £100k Home to School Transport saving withdrawn. • £130k Review of SEN short breaks Out of Borough withdrawn and replaced with a reduced operational saving of £102k delivered through improved commissioning and young adults coming of age within short breaks. • £100k for 2017/18 and £100k for 2018/19 for a reduction of in-borough short break provision withdrawn and replaced with operational savings for the same amount, delivered through efficiencies and improved commissioning arrangements. • £58k for 2018/19 & £58k for 2019/20 Children’s Safeguarding Board saving withdrawn

Walsall Children: Safe, Happy and Learning Well’ 2017/18 Rebalancing the Budget • What we need to consider: • Some 2016/17 saving proposals may continue to be delayed / at risk into 2017/18 and therefore alternative savings will need to be identified. • Some of the in year actions for 2016/17 are one off (or in advance of formally agreed savings for 2017/18) and therefore permanent solutions need to be identified. • Saving proposals for 2017/18 will need to be implemented by April 2017. • Further savings will therefore be required to both close any gap in the above and to contribute toward the corporate position • Approval of the Final Budget and Capital Programme is expected on the 23rd February 2017 at Full Council.

But how do you keep track of what they’re doing and make sure they’re staying safe? This year the Walsall Safeguarding Children Board is promoting Safer Internet Day and asking all our partners to circulate information about internet safety. We’ll be tweeting during the day @safe_walsall ABOUT SAFER INTERNET DAY Over the years, Safer Internet Day (SID) has become a landmark event in the online safety calendar. Starting as an initiative of the EU Safe Borders project in 2004 and taken up by the Insafe network as one of its earliest actions in 2005, Safer Internet Day has grown beyond its traditional geographic zone and is now celebrated in more than 100 countries worldwide, and across all continents. From cyberbullying to social networking, each year Safer Internet Day aims to raise awareness of emerging online issues and chooses a topic reflecting current concerns. Walsall Children: Safe, Happy and Learning Well’SCHOOL TO SCHOOL SUPPORT/SECTOR LED IMPROVEMENT: 2016/17 To strengthen further all school to school support within clusters to ensure that there is a positive impact on pupil outcomes. Strands in place include: moderation and LAC To build upon and share existing good practice across clusters of schools. Projects include a focus upon transition, EAL, numeracy, literacy SEN, moderation and early help To implement the Leadership strategy in promoting succession planning in all our schools and developing future leaders of education. (Pathway to Headship/ Training programmes/Conference)

Walsall Children: Safe, Happy and Learning Well’SCHOOL TO SCHOOL SUPPORT/SECTOR LED IMPROVEMENT: 2016/17 Walsall now has five teaching schools from September 2016 (Lindens, Ryders Hayes, St. John’s, Barr Beacon and Streetly) The LA are working closer with teaching schools to ensure that co-ordinated training offers and programmes are effectively delivered Full and effective deployment of SLE’s across schools
