  1. Recommendations of the Programme Advisory Committee for Condensed Matter Physics 19th meeting, 20-21 November 2003 Wojciech Nawrocik JINR Scientific Council, 15-16 January 2004

  2. The PAC heard with interest V.Zhabitsky presentation of the Scientific Council Resolution. The PAC declares that information about the distribution of funds over running projects is needed in order for the PAC to assign priorities. The PAC kindly requests the JINR Directorate to nominate an appropriate person responsible for finance and planning to report on this subject at the next PAC meeting.

  3. The PAC express its highest priority for the refurbishment of the IBR-2 reactor. The PAC welcomes expectation about recovering of the actually missing finacing in nearest future.

  4. FLNP director A.Belushkin informed me thateverything what was promised during last PAC meeting concerning IBR-2 financing have been fulfilled. The financing plan approved by JINR General Director V.Kadyshevsky until the end of 2003 was fullyrealised. All money due from the JINR budget were paid and some debt from the previous years was covered.

  5. I express the PAC hope that during 2004 previous debts will be paid and IBR-2 modernisation will go as planned according to JINR-Minatom agreement. I do not know by now will Minatomreducetheir contribution for 2004 or not.There is danger that they will reduce their payments for IBR-2by a factor of 2,5in comparison to what is said in the Agreement.

  6. The PAC took note of the successful commissioning of the MR-3 movable reflector, which is vital for the planned start up of the IBR-2 reactor by July 2004. Reactor cycles with the use of the cold source could be envisaged in autumn 2004.

  7. The PAC approves the report on the theme „Neutron Scattering Investigations of the Structure of Condensed Matter” presented by V.Aksenov and recomends extention of this research activity with the first priority until the and of 2008. In this theme, necessary move of the personnel to the other research centres is included in view of the shut-down of the IBR-2 reactor in 2007. In particular, a contact with ILL should be envisaged, also under the aspect of possible prolongatition of the membership of the Russian Federation at ILL.

  8. The PAC approves the report on the theme „Theory of Condensed Matter during the period1999-2003” presented by N.Plakida and recommends extension of this research activity with the first priority until the end of 2008. The PAC approves the report on the theme „ Radiation and Radiobiological Investigations at the Basic Facilities and in the Environment” during the period 1999-2003 presented by E. Krasavin and V.Aleinikov and recommends extension of the research activity with first priority intil and of 2008. The PAC stress the significant social importance of the development of new radiopharmaceuticals for cancer therapy.

  9. The PAC approves the report on the theme „Further Developmentof Methods and Instrumentation for Radiotherapy and Associated Diagnostics with JINR Hadron Beams” presented by G. Mitsin and recommends extension of this activity until the end of 2006 with first priority with respect to scientific case.

  10. The PAC heard with interest the reports: „The fine inner structure of dendrimers as revealed by SANS measurements with the YuMO spectrometer” presented by A.Ozerin And „Present and future of the nuclear analytical methods in ecological monitoring” presented by E.Grosheva. The PAC took note that the Sector of Neutron Activation Analysis of PLNP has well established position and is also playing a significant role in international projects, particulary with groups from JINR Member States. The PAC expects a more detailed presentation at the future meeting

  11. The PAC took note of the information on : „Blokhincev Anniversary Conference” , 8-11. June 2004, Dubna, presented by M.Avdeev 1st Coordination Meeting „Perspective of Live Sciences Research at Nuclear Centres” , presented by S. Dimitriev 2nd International Summer Student School „Nuclear Physics Methods and Accelerators in Biology and Medicine”, 19-30 June 2003, Poznan, Poland presented by S. Ivanova. The PAC appreciates the organisation of the scientific conferences and the organisation of students schools and recommends continuation of this activity by laboratories and JINR University Centre.
