Forecast Responsibilities • ISO-NE forecasts coincident peak load • NEPOOL • States • TO provided Operating Compoany forecasts are required by ISO-NE to distribute load: • Regional Transmission Expansion Plan (RTEP) • Objective Capability/LICAP • FERC 715 Filing • Other • With LFC and TTF review, ISO-NE ensures that Op Co forecasts supplied by the TO’s are appropriate.

Timeline of Forecast Process • June 1 – TO’s provide NPCC initial base cases that include Operating Company and zonal growth rates. • June 15 – ISO adjusts loads to reflect coincident NEPOOL peak and consistency with state forecasts in NPCC base cases. • October - December • ISO-NE updates CELT and state forecasts • RTEP sub-area forecasts developed based upon revised ISO-NE CELT and state forecasts and TO information provided in June • April • Deadline for FERC 715 cases which reflect updated CELT, state, and RTEP forecasts

Problem: • Requires improved quality and consistency of Operating Company forecasts Solution: • RC, LFC, and TTF representatives coordinate and provide their respective Op Co and zonal growth rates to ISO-NE • Bus distribution reflects Op Co and zonal growth rates • Procedures for developing network model library case to be developed by ISO-NE, TO’s, TTF, and LFC • Fully capture load and other information in network model submitted to ISO-NE in June. Request of the RC: • RC reps to ensure that LFC and TTF reps are fully coordinated and accurately represent Op Co forecasts.
