  1. Consolidated Planning Advisory Workgroup (CPAW) Purpose: Help plan for future MHSA efforts, and advise CCMH on Programs and priorities.

  2. Qualities & Characteristics of the CPAW • Advisory responsibilities • Open and transparent processes • Meaningful dialogue & contributions • Educational – for members and also to educate those interested in public mental health • Comprehensive – must participate in many activities under MHSA

  3. CPAW Governance • CPAW serves at the discretion of the Mental Health Director • CPAW will create a written charter, which will be approved by the Mental Health Director • A Neutral Facilitator will be used to guide meetings.

  4. CPAW Participation & Activities • To learn as much as possible about previous MHSA components, goals, and priorities; • To define transformation of the public mental health system in Contra Costa • To develop & recommend a plan for service integration & transformative vision for the system • To advise on systems integration & transformation as requested or needed

CPAW Participation & Activities, Continued • To develop annual updates to previous MHSA components with an eye to systems integration • To be the stakeholder group for MHSA Innovation • To get ideas from the MHSA Tracking/Planning Group, the MHSA Steering Committee, the Consumer Involvement Steering Committee, and the Family Involvement Steering Committee

  6. CPAW Participation & Activities, Continued • To review findings from assessment processes (research/evaluation data, etc.) • To develop funding requests as needed.

  7. CPAW Meetings • Monthly meetings to start – the first Thursday of each month, from 4-6 pm, in a central location (Martinez) • Every other month thereafter, or quarterly as needed. • First Meeting: Thursday, March 5, 2009

  8. FIRST TASKS • Create a written charter • Read about and understand MHSA Components • Become familiar with current approved MHSA plans, and draft plans • Read about and understand thoroughly the MHSA Innovation Guidelines • Review the budget situation and the possible impact on MHSA

  9. First Tasks (Continued) • Know & Understand the Community Program Planning Process (Title 9, Section 3300) • Accept public input on the Draft CSS 08/09 Plan Update • Begin the planning process for MHSA Components for 09/10
