  6. 中国纺织行业社会责任建设2005-2011:基本思路中国纺织行业社会责任建设2005-2011:基本思路 Pathway of CSR of Chinese Textile Industry 2005-2010 • 责任管理 CSR Management——建立内部管理体系,强化行业内企业的自我管理水平和自律水准,以责任管理提高生产效率; • 绩效报告 CSR Performance Report——开展外部信息披露,强化企业运作和管理的透明度和多方参与程度,以责任报告提高沟通效率; • 体系合作 Synergizing CSR Systems——进行多方标准合作,强化国际供应链上各个体系之间的协调性和协同度,以责任合作提高交易效率。

CSC9000T及其发展现状CSC9000T and Its Status • CSC9000T是中国第一个由行业开发、实施的标准化的社会责任管理体系,其基本思路是通过改进企业的管理制度落实法律和国际公约中的规范; China’s first CSR management system and COC at industrial level; its approach is to implement legal and international convention norms by improving management system. • 目前为止,CSC9000T已推广适用于超过200家中国纺织服装企业; As of now, over 200 Chinese textile and apparel companies have implemented CSC9000T. • CSC9000T也是国家相关机构在行业内落实社会责任的重要要求,以及企业获取行业政策的必要条件,例如发改委《印染行业准入条件》 “印染企业应按照中国纺织企业社会责任管理体系CSC9000T要求,履行社会责任”;另外,行业企业信用评级、工信部国家品牌建设等项目均要求参与企业建立CSC9000T体系或/和按照协会要求发布社会责任报告。 CSC9000T is now an important CSR reference taken by government industry regulation policy, for instance, the Entry Condition for Dying and Printing Industries by NDRC requires enterprises fulfill social responsibility according to CSC9000T, and other national projects including the CNTAC credit ranking and the national brand project by the MIIT all requires participant enterprise establish CSC9000T system or release CSR reports according to CNTAC reporting system.

  15. 中国纺织服装企业社会责任报告纲要:验证要求中国纺织服装企业社会责任报告纲要:验证要求 CSR-GATEs: Verification Requirements • 应用群体:社会责任报告纲要CSR-GATEs适用于所有纺织服装企业,以下企业应首先编制社会责任报告: Applicable to all textile and apparel enterprises in principle, the following enterprises are encouraged to take the lead: • CSC9000T各执行企业: CSC9000T Implementing Enterprises • 行业内的上市公司: Public-listed companies of the industry • 中国纺织服装行业竞争力500强企业: Industry Top 500 • 各分行业的领军企业: Leading companies of sub-industries • 报告验证:建议企业对报告内容根据《中国纺织服装企业社会责任报告验证准则》(CSR-VRAI)进行独立验证,或者取得中国纺织工业协会对报告的鉴证认可,以提高报告的可信度。 Reports prepared according to CSR-GATEs are advised to be verified by 3rd party, in line with China Sustainability Reporting-Verification Rules and Instructions (CSR-VRAI), and/or endorsed by CNTAC, to enhance credibility.

  16. 中国纺织服装企业社会责任报告纲要:应用 CSR-GATEs: Applications • 2009到2011年,四十余家(次)纺织服装企业在北京召开联合发布会发布其社会责任报告,成为中国集中发布社会责任报告最多的行业。 Since 2009, over 40 CSR reports were released by Chinese textile companies, making textile industry the sector with the most CSR reports in China.

CSC9000T与BSCI:供应链合作与互认 CSC9000T & BSCI: Cooperation and Recognition along Supply Chain • 2008年11月18日,中国纺织工业协会与欧洲外贸协会在北京召开“中欧供应链社会责任峰会”,并签署《中国纺织工业协会与欧洲外贸协会供应链合作宣言》,“双方同意共同采用CSC9000T与BSCI两个体系,通过交叉评估使用工具与工作实践,以达到CSC9000T与BSCI体系间互认。” Joint Declaration on Supply Chain Cooperation signed by CNTAC and FTA at Sino-EU Supply Chain Summit Talk convened in Beijing demonstrate agreement on furthering recognition between CSC9000T and BSCI. • 2010年完成了交叉评估,检验双方体系的兼容性,验证机构认为两个体系高度符合,可以进行互认。 Cross-audits were conducted in 2010 to test the compatibility between two systems; the conclusion drawn by auditing institution believes two system are highly compatible and can go on with mutual recognition.

MAC:多体系合作 MAC: Cooperation among More Standards and Systems • 2011年,与BSCI、SA8000、WRAP和Solidaridad等体系共同倡议成立了社会责任体系合作中国顾问委员会(MAC) • Multi-stakeholder Advisory Committee established with BSCI, SAI, WRAP and Solidaridad to promote cooperation between standards. • 促进各社会责任标准和体系在社会责任,尤其是劳动者保护领域的对话和共识,加强体系间的融合与合作 • Promote consensus and shared strategy among standards in social responsibility, especially labor rights issues. • 研究制定在劳动者保护领域指导各个标准体系的审核和认证实践的具体要求的指南,这些指南也将极大地便利工厂实施各有关标准,以最大程度减少实施不同标准体系时的重复性或冲突性工作。 • MAC is to formulate unified guidance on CSR requirements for all participating standards and systems, to minimize overlapping and conflicting work.

  21. 合作:利益相关方合作Cooperation with stakeholders • 与国际劳工组织、联合国工业发展组织开展了长期的工厂改善合作项目; • 受邀参与全球契约、联合国儿童基金会等机构社会责任相关的文件制定工作; • 受邀参与中国工业经济联合会《社会责任指南》、《中国对外承包工程行业社会责任指引》、《中国茶行业可持续发展指导纲要》等其他行业社会责任体系的规划与起草工作; • 在工信部支持下,与电子标准化协会合作将纺织服装行业经验移植到电子信息行业(CSC9000E),中国纺织工业协会专家全程参与电标协社会责任工作。

  23. 解决方案和行业社会责任发展工作规划:责任“四化”解决方案和行业社会责任发展工作规划:责任“四化” Strategies and Solutions • 推广垂直化 Promoting extraction :在分行业和重点地区推广社会责任,利用行业和地区的科学发展政策,集中在行业领军企业和地区优势企业,树立责任样板和责任选择机制; • 机制双轨化 Double mechanism:责任建设采用“管理体系加绩效报告”的双轨并行机制,在强化企业社会责任管理能力的同时增强企业管理的透明度和民主化,增强责任氛围和正向竞争驱策; • 驱动政策化 Force policy:利用行业合作平台将经验传播到其他行业,争取更多国家产业和发展政策的支持,将社会责任管理和社会责任绩效信息披露融入行业发展战略和实施规划; • 合作本地化 Cooperation localization:落实供应链社会责任体系合作,将CSC9000T与BSCI两个体系之间的合作与互认工作引入实质性阶段,与其他体系和标准探讨合作机制。
