MPSTOC: McConnell Public Safety and Transportation Operations Center • MPSTOC: within a portion of a 250 acre complex (known formerly as Camp 30) • 2/3 of acreage currently owned by Fairfax County • 1/3 of acreage currently owned by the Commonwealth • Complex will include: 1) a Bus Operations Center (partnership between Fairfax County Department of Transportation & WMATA) to accommodate 300 buses and 2) a 165,000 square foot office building for: • Virginia Department of Transportation Northern Virginia District Headquarters • Virginia State Police Division 7 Headquarters • Virginia Department of Emergency Management Division 7 Headquarters • Virginia Department of Fire Programs Division 7 Headquarters • Complex currently includes Fairfax County’s Fire and Rescue Academy, Solid Waste Transfer Station, Police Helipad, Animal Shelter, and Department of Vehicle Services Garage

MPSTOC Facility • 147,000 square foot two story building with two main components, separated by service yard and outdoor courtyard: • Main PSTOC (115,000 sq. ft.) • Forensic facility and other support functions (32,000 sq. ft.) • PSTOC contains mission critical/redundant systems, 100-foot set-back for blast restraint and progressive collapse design characteristics • Built to G.S.A. standards for security

MPSTOC Facts & Figures • DPSC is the largest 9-1-1 Center in the Commonwealth of Virginia and one of 50 largest in the Country; processes over 1.4 million calls for service each year • VDOT’s TMC manages over 200 miles of road and 5,000 pieces of ITS field equipment including variable message signs (VMS), Closed Circuit Television (CCTV), reversible HOV lanes, lane control signals and ramp meters; Traffic signal team manages over 1,400 signalized intersections and uses more than 15,000 vehicle detection devices • When activated, the EOC houses over 56 County agencies as well as other non-profit and private sector organizations

MPSTOC Budget and Schedule • Total County PSTOC Costs: $102,522,130 Total County Forensics Costs: $ 13,000,000 • Total State Costs: $ 20,000,000 • Total Project Costs: $135,522,130 • Project Timeline • Construction of the West Ox Complex site infrastructure started late October 2005 • Ground breaking for the Complex was November 21st, 2005 • Construction of the PSTOC began August 2006 • Substantial completion on July 1, 2008 • Substantial completion and migration of agencies by fall 2008

  13. MPSTOC Mission • To increase public safety, better manage traffic congestion, enhance information sharing regarding transportation and public safety events and conditions, and better manage the response to and recovery from major emergencies.

Resource Sharing • VDOT Video • - Incident Detection, Response & Control • - IP Video Solution: 127 cameras available, all video streams available at any given time to partners to the desktop level • VDOT will have the ability to view Virginia State Police and County Police helicopter mounted video • Ultimate Goal of Sharing Data/Information (CAD & ATMS) • - VDOT Advanced Traffic Management System (ATMS), Virginia State Police Computer Aided Dispatch (CAD) and Fairfax County CAD Systems will be integrated. • - System will share incident information, traffic volumes, traffic speed info (for automated vehicle routing), and lane closure/work zone information. • Transportation – no incident detection systems on primary/secondary roads; use public safety data to assist in incident detection and signal timing
