  4. WP2 Objective To set up the conditions for allowing mutual understanding between National Safety Authorities (NSAs), Technical Safety Organisations (TSOs) and Waste Management Organisations (WMOs) GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  5. WP2 Tasks • WP2.1 : Needs for Technical Guidance • WP2.2 : Needs for Expertise and Technical Support GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  6. WP2 Participants GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  7. Regulatory expectations (WP2.1) WP2.1 Context: Responsibilities of the Regulatory Body Requirement 2 of IAEA SSR-5: The regulatory body shall a.o.: • establishregulatory requirementsfor the development of different types of disposal facility for radioactive waste • undertake international cooperation, as necessary, to fulfil its regulatory functions • provide guidanceon: • the interpretation of the national legislation and regulatory requirements as necessary • what is expected of the operator GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  8. WP2.1 Objective Identification of the areas where dialogue, development and harmonization of technical guidance is needed in priority GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  9. 9 Regulatory body and its supporting organizations v. 2013-04-26 Expertise function Technical dialogue Technical dialogue WP2.1 Regulatory expectations & needs Implementing function Society function Support for regulatory decision WP2.1 WP2.1 Regulatoryexpectations Regulatory function Dialogue Compliance demonstration SITEX: the expertise function and its interactions GEOSAF II TM – SITEX WP2.1 – 28/05/2014 9

  10. Interactions Between WP2.1 & Other WPs WP4.1: Needs for review guidance WP6 Missions of the future European network of experts WP2.1: Needs for guidance WP5: Conditions for interacting with civil society GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  11. WP2.1 Deliverable • Title: “Overview of existing technical guides and further development” • Description: An overview of existing technical guides including an identification of: • common points and differences • the needs for further development, harmonization and dialogue • Soon available ! GEOSAF II TM – SITEX WP2.1 – 28/05/2014 11

  12. WP2.1Inputs WP2.1Steps SafetyTopic List Safety requirements (WENRA , IAEA,…) Existing regulatory guides Overview of existing regulatory guides Common points & differences A priori identification of development needs Needs for further development, harmonization and dialogue Exchanges with IGD-TP & Civil Society Identification of the areas where technical guidance and dialogue are needed in priority IGD-TP vision WP 2.1TARGET GEOSAF II TM – SITEX WP2.1 – 28/05/2014 12

  13. WP2.1 Working Hypotheses (1/2) Safety requirements on which international consensus exists are taken as reference: • EC Directive on SF & Radioactive Waste Management (2011/70/Euratom) • Draft WENRA Safety Reference Levels (SRLs) • Set of requirementsagainstwhich the situation of each country isassessed • Engagement to transpose SRLs into national regulatory frameworks of WENRA member states • IAEA Safety Fundamentals and Requirements • ICRP recommendations GEOSAF II TM – SITEX WP2.1 – 28/05/2014 13

  14. WP2.1 Working Hypotheses (2/2) Technical guidance: • associated with one or several safety requirements • may serve different purposes: • Interpretation of requirements • Explanation of how requirements can be met in practice and/or how compliance should be substantiated • Facilitate dialogue and interactions with the public or with other stakeholders • possible audiences: implementers, experts fulfilling an expertise or a regulatory function, public or other stakeholders GEOSAF II TM – SITEX WP2.1 – 28/05/2014 14

  15. Safety Topics (1/4) Safety topics identified based on existing “high-level” safety requirements: • Governing principles: • Radiation protection principles • Protection of present and future generations • Defence in Depth & Robustness • Demonstrability & Feasibility • … • Safety policy & strategy: • Safety strategy: “High-level approach for achieving safe disposal” • addresses the implementation of the “governing principles” GEOSAF II TM – SITEX WP2.1 – 28/05/2014 15

  16. Safety Topics (2/4) • Management system: • Organisational structure • Resources • Process implementation (including QA) • … GEOSAF II TM – SITEX WP2.1 – 28/05/2014 16

  17. Safety Topics (3/4) • Site selection • Design • Construction • Operation • Closure & Decommissioning • Period after closure and institutional controls • Waste acceptance • Monitoring Requirementsassociatedwithspecific phase(s) of repositorydevelopment GEOSAF II TM – SITEX WP2.1 – 28/05/2014 17

  18. Safety Topics (4/4) • Safety case and assessment: • Objectives and scope, Graded approach, SC/SA content vs. regulatory decision steps • Characterisation, knowledge and system understanding • SA methodologies, approaches & tools: • Timescales and timeframes, uncertainties, deterministic vs. probabilistic approaches, scenario development, models,… • Indicators & criteria • Operational safety assessment • Long-term safety assessment • Periodic safety review • Independent verification GEOSAF II TM – SITEX WP2.1 – 28/05/2014 18

  19. Operation: Sub-topics • Investigations and feedback of information on operating experience • Operational limits and conditions • Modifications • Emergency preparedness and response • Maintenance, periodic testing and inspection • Occupational exposure • Public exposure • Receiving, handling and emplacement of waste GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  20. Safety Topics vs. Requirements Example: Requirementsassociatedwith the safety topic “Construction” GEOSAF II TM – SITEX WP2.1 – 28/05/2014 20

  21. Identification of the Needs of NSAs & TSOs Needs of NSAs/TSOs for guidance development and/or dialogue have been identifiedbased on: • Questionnaire on existing, used and neededguidance • Comparisonof existingtechnicalguides Theseneeds have been prioritizedconsidering the level of « urgency », importance for safety, the level of interest,… GEOSAF II TM – SITEX WP2.1 – 28/05/2014 21

  22. Prioritization the NSAs & TSOs Needs • ~100 needswereidentified !!! • 35 needsidentified as having a high level of interest and urgency, e.g.: • Development of the “design basis”, including the consideration of : • normal and anticipated operational conditions & possible accidents • disturbing FEPs during operation whose consequences may affect post-closure safety • Hazards associated with concurrent activities GEOSAF II TM – SITEX WP2.1 – 28/05/2014 22

  23. Identified Needs: Construction GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  24. Identified Needs: Operation (1/2) GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  25. Identified Needs: Operation (2/2) GEOSAF II TM – SITEX WP2.1 – 28/05/2014

  26. Conclusions • WP2.1 was mainly aimed at: • fostering mutual understanding and dialogue between NSAs, TSOs and WMOs • identifying and anticipating the needs for technical guidance • Safety requirements, technical guides and needs associated with the construction, operation & closure of a GDF have been identified • Deliverable soon available GEOSAF II TM – SITEX WP2.1 – 28/05/2014 26
