Context • Technical team developed several guiding documents to provide programmatic and technical support to agencies. • The Recovery Guidelines and Build Back Safer tools were developed from the beginning of the recovery phase (Feb-March). • These were an update of the initial existing guidelines which mainly focused on the emergency shelter assistance. • The process of developing these tools were facilitated by consultative and iterative process with agencies and government, promoting minimum standards on safe, adequate and appropriate shelter. • These tools became the baseline for future recommendations and capacity building, enabling a harmonisation of the shelter response, promoting equity among shelter implementing agencies.
Documents • Index Document – with links to all documents produced by the Technical team, this included: • Recovery Shelter Guidelines • Recovery Shelter Options • 8 Build Back Safer Key Messages • Beneficiary prioritization tools • HLP documents • Material sheets (ongoing) • FAQs (ongoing)
Advantages • Developed a check list and recommendation document based on the guiding documents based on programmatic and technical construction issues. • This allowed us to leverage in providing guidance and recommendations to agencies during Technical Clinics • Cycle of technical guidance
Challenges • Time consuming process • Impact on the IM system and reporting • Recovery phase “vs” Early recovery • Bye-in and interpretation from shelter agencies • Ongoing dissemination
Ways forward • Discussion with Regional Focal Points to retain the information in country as editable versions • Discussion at the GSC Meeting on clarifying good practice for the production, dissemination of these materials • Make better use of guidelines and tools being produced by SC Partners rather than the Cluster producing these materials.
