  3. Project Drivers • Growth • Water and wastewater infrastructure under pressure from rapid growth in region • New development limited by availability of water • Questions regarding sustainability and environment protection in region • Growth in region proceeding without a regional plan

Project Drivers • Water Availability • South Saskatchewan River Basin Water Management Plan (SSRB WMP) proposes moratorium on new water licenses in Bow River Basin • Water resources available to communities will be limited to amount of existing licenses • Additional water will need to be obtained through: • Water license transfers • Purchase of raw water • Purchase of treated water • Groundwater extraction (where applicable)

Project Drivers • Public Health Protection • Alberta Environment Waterworks Facility Assessments revealed that smallest systems at highest risk for compliance violations • Small systems have difficulty attracting and retaining qualified operators • Regional systems identified by Province as a means of addressing these concerns; grant program in place

  6. Study Objectives • Develop sustainable water and wastewater servicing solutions for Calgary Region • Develop technical servicing options • Infrastructure • Water management approaches • Evaluate alternatives using triple bottom line decision approach

  7. Growth Scenario Examined • No Regional Land Use Plan in place • Future growth scenario examined based primarily on Calgary Regional Economic Forecast (CREF) Transportation Model • CREF data augmented by community planning documents • Individual developments and ASPs not considered

  8. “Land-Use Neutral” Growth Scenario • We are comparing the relative merits of alternative servicing options for this single growth scenario • Our analysis does not include assessing the desirability or nature of the growth • Coordination needed with Regional Growth and Sustainability Framework

  9. CREF Model • Covers all of CRP except Banff, Canmore, MD of Bighorn, Nanton, portions of Wheatland County

  10. Servicing Zones • Growth in CREF zones summed and concentrated at “Service Nodes”

  11. C – 2030 Service Population • Airdrie – 63,500 • Crossfield – 3,850 • Rocky View North – 4,075 • Rocky View Central – 29,823

Key Issues – Water Availability • All new developments in MD’s and Counties will need to obtain water license or external supply • Without conservation, Black Diamond, Turner Valley, High River, Okotoks, and Nanton will require additional water licenses • With 30% conservation, only Okotoks will require an additional licence for 30-yr horizon • Adequate license capacity available on a regional basis for 2075 demands

  13. Analysis of Alternatives • Focus of study is to develop a sustainable servicing plan • Alternatives will be evaluated using Triple Bottom Line objectives:

Triple Bottom Line Objectives • Environmental – protect and preserve the local environment, minimize adverse impacts on water quality, minimize energy usage and conserve resources. • Social - protect public health, result in land use and growth patterns that enhance the quality of life for residents of the Calgary region. • Economic – cost effective solutions that enhance the economic development of CRP member communities.
