Constraints • GIG and RPs need to submit final project reports since projects formally end • RPs nominally end March 31, 2010 • will need to worry about NCEs for these to run monies to zero • GIG nominally ends July 31, 2010 (?) • may also need NCE to run monies to zero • TG Extension IPP needs to be accepted by NSF

Strategy • Try to do something that Makes Sense • support continuity of current wards into TG Extension award • allow project participants maximum flexibility in managing funds • current processes have resulted in unspent funds to carry forward from current awards • minimize project administration overhead • Respect requirements for reporting to NSF • Annual Report for current awards • Final Report for current awards • reporting on activities during no cost extension (NCE) for current awards • do we need to submit quarterly reports during NCE period? • Quarterly and Final reports for TG Extension award • TG Extension IPP needs to be accepted by NSF

Straw Man Suggestion: Align award dates • All RPs submit NCE requests • work to align end dates of all current awards and the TG Extension award to July 31, 2011 • may need to ask for more than one extension if only 12 months can be requested at a time • some RPs have already had their end dates extended • GIG submits NCE request as appropriate • also align with end of TG Extension award (July 31, 2011)

  5. Straw Man Suggestion: Reporting • TG Annual report developed as normal • submit in March 2010 • given that this is the end of final program year there is no annual review required • TG Ext IPP developed as planned • submit at the same time as the TG Annual Report • separate submission to NSF for TG Extension • NSF will need to accept the IPP for the TG Extension period • proposal has already been formally reviewed, so no requirement for an annual review • presumably only requires NSF acceptance by Program Officer • Quarterly Reports • developed as normal; submitted for both NCEs for current awards and TG Extension award • TG Final Project Report developed • cover entire period for current awards and the NCE period along with the TG Extension award • single report to cover requirements of all awards • plan to submit by Aug 2011
