Implementation Updates • Detailed administrative approvals and guidelines issued to 8 project States and for the central component on 10 January 2013. • An advance amount of Rs. 6.43 crore released to project States in the last FY. Rs. 146 crore kept in the central annual plan 2013-14 for project expenditure. • Project approvals received from competent authority in state for 4/8 states - Andhra Pradesh, Chhattisgarh, Madhya Pradesh and Rajasthan • Administrative and budgetary sanction for project received from 5/8 states - Andhra Pradesh, Chhattisgarh, Madhya Pradesh, Rajasthan and Uttar Pradesh
Implementation Updates (Contd/-) • CPMU: • Joint Secretary holding charge of National Project Director; • MWCD officials holding charge of Finance, Procurement, and Project Management & M&E; • Approvals for Project Director and Project Manager positions received from Department of Expenditure (DOE) on June 25, 2013. Notification and deputation of officials to these positions in process. • SPMUs: • ICDS State Directors designated as Project Directors; notification pending for Jharkhand, Bihar and Maharashtra • 16/19 Joint Project Coordinator (JPC) positions approved by DOE for states on June 25, 2013; existing ICDS staff notified/being notified for same, except in states of Jharkhand, Bihar and Maharashtra
Action Plans & Procurement Update • Annual Action plans for 2013-14 submitted by 3/8 states - Andhra Pradesh, Chhattisgarh, Madhya Pradesh • Procurement training undergone by designated staff of CPMU and 5 project states at ASCI, Hyderabad (July 8-19, 2013) • Procurement plan of the CPMU approved by the Bank; Draft plans received from 5/8 States - Andhra Pradesh, Chhattisgarh, Maharashtra, Rajasthan and Uttar Pradesh • Draft Contract for TA agency (US$ 6.9 million) would be sent to Bank for comments/No Objection by end July, 2013
Challenges & Constraints • Clearance of 16 contractual positions (of overall 20 positions) at CPMU; 107 (of overall 126 positions) at SPMUs and 4054 contractual positions at district/block levels are pending with Deptt. of Expenditure since December 2012, despite constant follow-ups; • Delay in administrative and budgetary approvals for the project at the state level; Clearances recently received in 5 states in June 2013; still pending in Bihar, Jharkhand and Maharashtra. • Delayed contracting of Technical Agency has stymied implementation for lack of technical guidance to work plans
Next 6 months action plan • Administrative and budgetary clearances from all project states: July 31, 2013 • Finalization of State annual action plans (2013-14) and procurement plans: August 10, 2013 • Release of 50% funds of GoI Annual Plan 2013-14 (Rs. 146 crore) : August 16, 2013 • Awarding of Contract to TA agency: August 16, 2013 (subject to ‘no objection’ by Bank) • Hiring of key Technical (contractual) staff at CPMU and SPMUs: latest by October-November, 2013 (subject to early clearance by DoE)
