  2. Presentation Flow.. Legal Aspects History of inventory Establishment of inventory and register of osurces Import export Why we need register of sources Challenges 20-23 March 2017

  3. General Albania Small country west part of Balkan peninsula…. Lot of history …….. There is history for use of radioactive sources as well as for radioactive waste Used in research, medicine, industry, educations etc. Important issue for us is keeping them under control from cradle to grave 20-23 March 2017

  4. Mission Statement “ to provide for the safe & secure use of radiation sources and to protect people and the environment against potential harmful effects , for now and future simultaneously ensuring to community the maximum benefit from use of radiation sources ” 20-23 March 2017

  5. Radiation protection law & regulations 1995 New framework Law No 8025 Regulatory Body (duty and responsibility), Authorization , Inspection and Enforcement 2008 Amendments to the Law No 9973, date July 28-th 2008 Security Issues , Regulations approved by Decision of Council of Ministers , Increase Independence of RPC RPO keep Inventory of sources Decision of Council of Ministers on Control of import export of radioactive material No.158, date 13.2.2008 Guidance on Control of Import export procedures for Cat 1 and 2 based to Code of Conduct No.134 Date 12 April 2011 20-23 March 2017

  6. Radiation protection law & regulations • -No. 10, dated 7.01.2010 "On licensing and inspection of activities with ionizing radiation sources ", • No.9, dated 7.01.2010 "On the categorization of radioactive sources ” • No. 543, dated 07.7.2010 " On safe handling with ionizing radiation sources • -No.590, date. 18.08.2011 “On the protection of workers occupationally exposed to ionizing radiation” • -No 481, dated 25.07.2012 ” On safety of the public to the exposure controll” • -No 313, dated 09.05.2012 “On public protection from the discharges in environment, determination of the sampling, regions and measurements frequency” • -No. 229, dated 20.03.2013 "On safety to medical exposures with ionizing radiation sources” • -Policy on safe management of the radioactive waste in the Republic of Albania. No.1319/3 dated 25.03.2013 • -No. 877 of 30.10.2015 Physical Protection of radioactive materials • Etc... 20-23 March 2017

  7. Inventory establishment • 2000 … • Gather of old info … • Gathering info from old people…. • Inspections process… • Import processes… • Data from the IANP and IPH…former offices • Disused sources, orphan sources, Rad waste.. 20-23 March 2017

  8. Inventory establishment • What data to collect from sources ? • For sources and for x-ray machines • For workers….. • Reference application for license .. • Than later we continued with • Import export • Licensing • Inspections… • Data collection first in hard copy today in e-format… 20-23 March 2017

  9. Legislation require… Register shall be.. Protected Identifiable and treacable Sources estalished in the country, imported ,disused sources..orphan sources, Rad waste.. 20-23 March 2017

  10. Guidance, Notes on the Storage of and Accounting for Radioactive Sources • Management Responsibilities • -Receipt of Radioactive Source • Labeling of Radioactive Source • Storage of Radioactive Source • Accounting for Radioactive Source • Maintaining of records • Incidents 20-23 March 2017

  11. Management Responsibilities • -Arrangements for planning, organization, control, monitoring and review of control measures. • -Carrying out suitable risk assessments • ….. • -Ensuring Radiation Protection Supervisor has access to an inventory list of all accountable sealed radioactive sources. • -Maintaining records related to the accountability and control of sealed radioactive sources. • -Training. • Coordinating procurement of all sealed radioactive sources with the Radiation Protection Supervisor or users. • Auditing and keeping the appropriate records. • … 20-23 March 2017

  12. Receipt of Radioactive Sources Prior to receiving sealed radioactive sources, the Management should assign the sources to the proper radiation protection supervisor. The radiation protection supervisor should be notified of the arrival of the sealed radioactive sources to ensure that proper accountability and controls are initiated. 20-23 March 2017

  13. Information of Radioactive Sources Informations should be ensured to all sealed radioactive sources or container , and activity, to minimize the likelihood of loss or unauthorized usage. Information should be available for the sealed radioactive source If that is not practicable e.g. the source is too small to put the number , the source storage container / device or the source storage location should be labeled. A method of tracing a source should be implemented such as using the serial numbers on the source or permanently marking a unique identification on the source without violating its integrity. Source shall marked by serial number… 20-23 March 2017

  14. Information of Radioactive Sources The information should identify the following information: i. Radionuclide ii. Source activity iii. Date of of activity iv. Model and serial number of the source and container or device Additions information is useful… v. Contact radiation dose rate levels vi. Removable contamination levels vii. Dates monitored viii. Name of the individual performing the monitoring xi. Appropriate actions to be taken in case of accidental spillage or dispersal 20-23 March 2017

  15. RAIS Albania use RAIS 3.0 The system is populated with data Inventory of all radioactive sources around 50 Inventory of all x ray machines licensed 230 Inventory of the workers 450 More than 90% Authorizations Inspections … We have another data base from the General inspectorate for the inspections and enforcement.. No compatibility … 20-23 March 2017

  16. RAIS RAIS has some advantages like : Compatibility with the  IAEA Standarts Data-consistency checking mechanism to minimize human error Customizable description of regulatory functions as processes. RAIS provides for the management of these processes in accordance with the internal procedures, roles, and responsibility assignment within the regulatory body Access control by means of functional and data roles, to protect data against unauthorized access and to ensure data confidentiality Catalogues on manufacturers and models of sealed sources, radiation generators and associated equipment are included. Possibility of exporting relevant information to other authorities and stakeholders through web services not appropriate in our case.. 20-23 March 2017

  17. Accounting for Radioactive Substances An appropriate accounting procedure should be set up to ensure the locations of all radioactive sources are always known. All accountable sealed radioactive sources should be inventoried at appropriate intervals. These inventories should accomplish the following: i. Establish the physical location of each source. ii. Verify the presence and adequacy of associated postings and Information. 20-23 March 2017

  18. Accounting for Radioactive Substances An accountability record with the following information should be completed for each accountable radioactive source: i. Name and authority holding the source ii. Radiation protection supervisor information iii. Date of initial receipt iv. Type of radionuclide v. Activity at a specified date vi. The location vii. The source status (e.g. disposal, etc.) viii. Photo of the radioactive source or device containing the radioactive source 20-23 March 2017

  19. In 2013 started harmonization with of Hass directive… 20-23 March 2017

  20. Import of Radioactive sources in Albania Radioactive material/sources which are frequently imported in Albania are unsealed radioactive sources which used by licensed facilities for diagnostic or therapeutic purposes in Nuclear Medicine. (I-131, Mo-99/Tc-99m, F-18). Approximately we issue every two week, four approval for main hospital. Regarding the import of sealed radioactive sources we issue one approval in year, depends on the needs of the licensee. These radioactive sources used for medical, industrial and research purposes For approving the import we require the data as below : Radionuclide , Activity for each radionuclide , Production date ,physical Form Producer , Model/Serial no, Physical/ chemical form, Intended use 20-23 March 2017

  21. Why we need inventory… National register with number and type of the sources.. based on that We decide regulatory framework for safety.. Risk associated facilities Competence and graded approach Resources Appropriate regulatory structure.. Register provide for prime responsibility, knowing the locations, minimizing the risk to be vulnerable or orphan, control movements etc.. 20-23 March 2017

  22. Problems during implementation Changing of staff lead to lack of training on RAIS Customization of program according to regulatory body needs Having a well built infrastructure ( PC to support RAIS , intranet use etc) to fully implement it. Security remain issue … dedicated computer … not in network …. 20-23 March 2017

  23. Thank you for your attention ! 20-23 March 2017
