Identifying a system Following the completion of the country strategic planning and the identification of your country strategic objectives, you will be able to identify the larger systems and geography that your county programme will have a strategically focus on. Identifying a system (optional tool)Tool for prioritising a system; assessing relevance, opportunity, feasibility, & resilience You may wish to use this tool to help you identify a system to focus in on, based on the: Feasibility – Is it possible of GOAL to engage? Opportunity- What is the prospects for pro-poor growth? Relevance– How significant is the system to poor people? Resilience– What are the opportunities to address shocks and stresses? Identify the shocks & stresses • Document any information from the shocks and stresses relating to financial services, Comp 1.3 • 3. Describe the behaviour dynamics / exclusions • Document any information from the analysis of those excluded as it applies to financial services, Comp 1.4 • Document the information from the stakeholder relationship analysis Comp 1.5 • 4. Analyze system level constraints that prevent the system working efficiently and inclusively • Analyse all the above and identify the root causes of the constraints (not symptoms) • 5. Prioritize constraints to be addressed (portfolio) • From the analysis you will be able to identify and prioritise the constraints which need to be addresses.
