Notification of TAC actions Operating Guide Revision • OGRR 144 – Tripping generators for low frequency events • OGRR 146 – Annual evaluation forms for LaaRs providing Ancillary Services Retail Market Guide Revision • RMGRR 2004-002 – Process for acquiring Historical Usage for non-REPs of record Competitive Metering Guide Revision • CMGRR 2004-002 – Line loss compensation during meter tests • CMGRR 2004-004 – Final issues cleanup

  4. PRR 483 – Interruptible LaaR Response to Instructions • Adds to LaaR telemetry requirement • Removes “Box” for LaaR response in SCE • Effective May 1, 2004 • No impact on computer systems, business functions or operations • TAC approved unanimously

  5. PRR 485 – Revision to Unit-Specific Deployment • Part of CEDI TF/WMS efforts • PRR sets unit specific bid premiums based on generic costs, excludes RMR units and units in testing from unit specific bid premiums, and excludes application to nuclear, hydro, QFs, renewables & LaaRs • Effective on system implementation • Included in EMMS4/Lodestar, manual workaround requires 0.75 FTE • Urgent status granted / TAC approved unanimously

  6. PRR 487 – Black Start Resources • Allows for generator in adjacent reliability area to provide black start service to ERCOT border resources • Effective upon filling staff requirement • Requires 0.25 FTE to implement for 2005 • TAC approved with a vote of 23-2-3

  7. PRR 488 – Weather Responsiveness Determination • Requirements intended to reduce frequency of incorrect weather sensitivity codes for ESI IDs • Effective upon system implementation • Minor impacts to computer system and business functions • Priority 1.3 assigned • TAC approved unanimously

PRR 489 – A/S Deployment Performance Conditions • Amends QSE performance criteria to eliminate certain intervals from consideration due to system events (e.g., ERCOT instructions) • Effective May 1, 2004 • No impact on computer systems, staffing or grid operations; minor business process impacts • TAC approved unanimously

  9. PRR 490 – LaaR Annual Testing Description • Shifts LaaR telemetry testing from seasonal to annual and introduces biennial testing of under-frequency relays if providing RRS • Effective May 1, 2004 • 0.1 FTE already in ERCOT Budget • TAC approved unanimously

  10. PRR 492 – Plan to Alleviate Chronic Local Congestion • Requires ERCOT to identify areas of chronic local congestion and exit strategies (similar to RMR) • Effective upon system implementation and filling of ERCOT staffing requirements • Requires computer system development; 2-4 FTEs required depending on implementation method; business process impacts; no grid or operations impacts • Urgent status granted / TAC approved with a vote of 28-1-1

PRR 497 – Unavailable Units and RMR Agreements • Reinserts RMR evaluation and notice language that expired 3/31/04 as required by the adoption of PRR 452 • New RMR language drafted by RMR TF and submitted for April PRS review (PRR 507) • Effective April 21, 2004 • No impact on computer systems, business functions or grid operations • Urgent status granted / TAC approved with a vote of 29-1
