  3. Guides Revisions Retail Market Guide Revisions • RMGRR 2004-006 – Related to the change control process • RMGRR 2004-007 – Related to how Critical Care customers are handled in the disconnect process

  4. System Change Requests • SCR 734 – Continuous Service Agreement Report for Competitive Retailers (1.3 priority) • SCR 735 – Responsive Reserve Service Calculation for Hydro Units in Synchronous Condenser Mode (1.3 priority) • No credit implications for either SCR

  5. Day Ahead Energy Market • The TAC approves the development and issuance of an RFP, by the ERCOT staff with input from Market Participants, to solicit third party provision of credit and an auction engine for the Auction Day-Ahead Energy Market. • The TAC instructs the WMS to establish a team that includes PUCT, Market Participants from all Segments, and ERCOT Staff that will develop an evaluation and selection criteria. That team will be bound by terms of confidentiality. • The TAC instructs that team to produce a recommendation of selection to the ERCOT Board of Directors, if necessary. • The motion was approved by a unanimous voice vote.

  6. PRR 479 – IDR Optional Removal Threshold • Amended PRR allows IDR removals for settlement when the load is less than 150 kW/kVa • Tests apply for new and existing customers • Customer requesting removal can’t request new IDR installation for 12 months • Amended PRR provides that IDR used to separate NOIE load from CR load are exempt from the IDR requirement for purposes of retail customer settlement

PRR 479 – IDR Optional Removal Threshold • Some computer impacts possible; no staffing impact if approved per PRS recommendation; no credit impacts • Effective upon system implementation • TAC approved as amended by the TAC [Section 18.6.7 (a) and (b)] and including ERCOT comments in Section 18.6 submitted on July 1st. The motion was approved by a 23 to 3 vote with 3 abstentions

PRR 501 – A/S Revision to Down Balancing Requirement • PRR revised Down Balancing Requirement to account for Reg Down obligations • Remanded by TAC to consider ERCOT comments • PRS recommendation incorporates ERCOT comments • Some impact on documentation required; no other impacts • Effective upon update documentation • Unanimously approved by TAC

PRR 514 – 12 Month Window for Non-IDR Scaling • Changes timeframe used in data aggregation for non-IDR estimation when an Operating Day is not present in ERCOT systems • Change from 6 months to 12 months • Slight Lodestar impact; no other impacts • Effective upon system implementation • Unanimously approved by TAC

  10. PRR 515 – Disclosure of Local Congestion • Provides for disclosure of information for each unit receiving an OOMC deployment/OOME Dispatch Instruction • Also discloses the transmission studies and transmission elements leading to OOM/RMR usage • Minimal staffing and business function impacts; some computer system impact • Effective upon system implementation • Unanimously approved by TAC
