  1. New Hungary Rural Development ProgramCommunication and PR 2010 VM VKSZI

  2. Background NHRDP Communication: responsibility of VKSZI, under the rule of the Managing Authority. VKSZI is an institution of the Ministry of Rural Development. Main tasks include: • Secondary Education of Agriculture (Organising Tests, Publishing Textbooks, etc) • Counseling • NHRDP Communication • National Rural Network Office • LEADER LAG Coordination

  3. 2010: The Year of „National Cooperation” 2010 was election year in Hungary: spring brings landslide victory for Fidesz MPSZ, with winning over two thirds of the seats in the Parliament, thus getting constitution rights. In the early weeks of the year, the previous government freezes all ongoing subsidies and competitions to avoid charges of last-minute spendings. This freeze, and the rebooting of the whole administration has a huge impact on the EU funded systems like the NHRDP as well. Progress is halted, quite understandibly, until late summer.

  4. 2010: The Year of „National Cooperation” dr. Lajos Mikula becomes director of VKSZI, and is also appointed as secretary general of the Hungarian National Rural Network. This brings a new synergy to the system, enhancing cooperation and sharing of communication duties with the NRN office. From September on, the NHRDP campaign goes on with streamlined resources, and doubled effort.

  5. NHRDP Image Some examples of merchandise we have been using throughout the years.

  6. NHRDP Image Probably the most important objects carrying our message „in the field”: More than a 1000 vehicles, thanks to the „Village Bus” and „Farm Bus” projects. Hundreds of thousands of horsepower working as a helping hand to the small villages and backwater farm-areas, all over the country…

  7. NHRDP Image …apart from, of course, the mandatory boards. These must be placed at every funded development site and provide all the information relevant to the project.

  8. NHRDP Image Suzuki Bio Cup: The NHRDP became a major sponsor for this Championship. These cars run on E85 from 2010 on, so this is a perfect way to communicate the reliability and power of biofuel. Biofuel is an important factor in hungarian agriculture, so our cooperation seemed logical. This is a unique series in Europe. The wide media attention brought our message to racing enthusiasts and to the ones interested in green auto industry.

  9. NHRDP Image Hungaricum Village on SZIGET Festival: After last year’s overwhelming success, this „stage” was sure to secure a spot again on the island giving place to the reknown musical festival, even without our funding. However, despite the narrow timeframe (remember the elections!) the cooperation happened again, which meant that yet again, we could bring the LAG-s to the festival, thus making it possible to let the fine products of their craftsmen and local cuisine to be known by the international public.

  10. NHRDP Image III. Rural Day: For the third consecutive year, the rural development stakeholders gathered in the fabulous Vajdahunyad Castle in Budapest, in September. This time this event focused less on the public, and more on the professionals, with important speeches concerning the new government’s aims and directives in rural development. Presentations from the polish administration were also heard. In the afternoon, innovative young farmers told their motivating success stories, sharing useful knowledge. Give way to the Country!: This has been an event quite similar to the Hungaricum Village, at Pécs, as part of the European Capital of Culture year.

  11. NHRDP - NRN Events • Starting from September, we organized a long streak of events under the NRN flag, for our LAG’s and rural stakeholders: • the Rural Academy, which means an ongoing series of regional conferences. The first subject, or theme, has been the biggest issue this year: the debate about the new CAP, and the Hungarian EU presidency. The second run, started in December is about the very „hip” subject of „local food – production and consumption”. • We started providing Communication Trainings for the LAG’s, with very positive feedbacks. Practicing communication techniques, identifying goals and tools, and use of social networks are the main parts of the 2 day programme. • - Another training series was launched, about International Cooperation, especially for LAG’s along the borders. The workshops were highly practical, like introducing the features of the renewed ENRD website, experience from a certain wineroute design, and other existing int. coop best practices. Both of these trainings are regional, and will run well into 2011.

  12. The LEADER Debate The biggest issue for the LAGs in 2010 is no doubt the revision of the Hungarian LEADER Program, the Axis 4 of the NHRDP. This year is the mid-term for the Program, and also with the „changing of the guards” at the top, the time naturally came to gather the conclusions and iron out the most important problems of the system. After the talks and workshops during the summer between the Ministry, the NHRDP MA, the VKSZI, and the MVH (the payment agency) a document about the main issues was handed out to the public, and the active involvment of the LAGs has started. Through the autumn months, several regional meetings were held, all concluding in a quite long, but very fruitful day at Lajosmizse, where all the opinions have been summarized. The directions are clear.

  13. Integrated Community Service Area One exceptionally heartening progress in the NHRDP 2010 state of play was the opening of the first IKSZT-s, what stands for Integrated Community Service Area. Our team organized an opening event with Zsolt V. Németh, state secretary for rural development, cutting the ribbon. These buildings serve as a cultural nerve centre for the villages, with broadband internet, library, public spaces, up to date technical equipment, refurbished infrastructure and interior.

  14. Online presence • The websites are the cornerstones of our operations. • From the very beginning of NHRDP Communication and the launch of umvp.eu, we had the aim to create a site which is more than just a platform for our information and PR: we wanted to provide a useful rural development news service under the motto „Everything Rural”. • Some of our services: • Daily rural news material coming in from every LAG in the country • Press Selection • twitter (@umvp is the only governmental twitter account in Hungary) • Events Calendar • Videos (own material as well as anything related to our message) • We work closely with the NRN Office on their website, mnvh.eu, which is focusing on content specifically interesting to their membership, like sharing good practice and looking for project partnerships. Since these aims are very similar, we are trying to integrate and correlate the content of these sites, which may end up in a merger, creating a powerful online tool for rural stakeholders.
