  3. Organisation of the activity • Now we have to define the activity for the next year and to draft a working plan, agreeing upon: • Objectives • Methods and expected results • Time-frame and meeting frequency

  4. Objectives • New contents • Widening or Deepening? Critical issues: • Financing (more competences may be required) • Human Resources • Coordination with PPN • Option: Institutional Build-up • PPN • EU Expert Group • IDA

Objectives - Content Proposal (1) Deepening the study of the 3 Groups first year of work • To compare, across countries, the economic performances of different auctions and/or awarding mechanisms, while focusing on specific issues, such as: • 1. Enhancing competitive behaviours (optimal number of lots, choice of reserve price, length of contracts, etc.) • 2. Number and characteristics of participating SMEs • 3. Awarding constraints/Procedures for managing dynamic competition (dual sourcing, etc.) • 4. Problems and advantages deriving from the utilization of electronic means and issues of coordination across countries

  6. Objectives - Content Proposal (2) Widening: The new EU Directive • How the new Legislative Package impacts on the procurement activities: • 1. Framework agreements • 2. Dynamic Purchasing System • 3. Procurement & Environment and Social Requirements • 4. Competitive dialogue

  7. Objectives - Content Proposal (3) Widening: some “key” topics 1. Monitoring & Enhancing quality in supplies 2. Case studies (for a given product category) 3. Governance of different institutions 4. Other?

  8. Methods and expected results 1. Working Groups: Questionnaires or Contributions? 2. Financing the EU Lab activities and the General Coordinator(s): EU Funding? 3. …… Expected results are internal Reports, internal Database. Confidentiality remains a basic principle. What about communication?
