TIS-B ServerObjectives • Support validation of TIS-B services for Package 1 as part of the ADS-B/TIS-B Validation Testbed (AVT) • Provide a prototype TIS-B Server offering the following capabilities • uplink tracks and not radar plots • support both gap filler and full picture uplink services • handle multiple TIS-B link technologies • handle multiple TIS-B Ground Stations and Service Volumes • Each SV is associated with a separate quality of service • be compatible with the services offered by ARTAS • support various ASTERIX standards • Acquire source code and documentation • enabling modifications and experimentation • distributable to ADS Programme Stakeholders • Development to be completed in September 2004 ASAS TN 19-21/04/04

ADS-B Validation Testbed (AVT) • AVT is a validation platform for Package I surveillance applications and infrastructure • provides the complete ATC system chain from pilot to controller • allows controller and pilot participation • provides a realistic and controllable surveillance environment to test Package I applications. • handling both live and simulated aircraft • including link error performance simulation • serves also as reference platform for surveillance components and tools • supporting standard surveillance interfaces, particularly ASTERIX • tool for technical investigations on specific surveillance issues • for example tracking performance • AVT is funded by the EUROCONTROL ADS Programme but is also available for use by third parties. • Installations exist at Brétigny and Arlanda, and more are foreseen for 2004 ASAS TN 19-21/04/04

AVT Phased Implementation • Phase I :Baseline air to ground functionality • Separate ADS-B and SSR tracking • Platform operational: November 2002 • Demonstrated in Malmo, Sweden (Jan 03) • Phase II: Support for En-route and TMA ground surveillance applications • Full ADS-B and SSR data fusion • Platform operational: October 2003 • Demonstrated in Arlanda, Sweden (Nov 03) • Phase III : AVT for ATSAW and multilateration • Support for Airborne Situational Awareness • Use of wide area multilateration, TIS-B, and ADS-C • Platform operational: End 2004 • Phase IV : AVT for full set of Package I applications • Support for Spacing application and airport surface operations • Use of airborne SDPD and airport tracker • Platform operational: End 2005 ASAS TN 19-21/04/04

CRISTAL – Co-opeRative ValidatIon of Surveillance Techniques and AppLications of Package I • Validation exercisesin partnership with individual ANSPs, industry and other stakeholders, in various ECAC sites • “Crystallisation effect” • Targeting local situations of interest – Driven by the stakeholder operational needs • Wide range of activities (operational, technical, safety, cost-benefit, separation mimima etc.), as appropriate • Evolution to pre-operational level depends on the stakeholder plans and the trial progress • Cover both Stream 1 (Ground Surveillance applications) and also Stream 2 (Airborne Surveillance applications) ASAS TN 19-21/04/04

Conclusions • The EUROCONTROL ADS Programme provides important deliverables related with the Package I Surveillance applications and enablers • The Programme deliverables include Specifications and prototyping of important system infrastructure components and validation tools • Infrastructure components • Ground Infrastructure • Surveillance Data Processing and Distribution (ARTAS Version 7) • Surveillance Network Nodes (RMCDE) • Airborne functionality • Validation tools • Surveillance and Communication Simulation and Analysis tools • ADS-B Validation Testbed (AVT) • These systems are the necessary basis for the validation trials, leading towards implementation in a cost efficient way • CRISTAL projects in partnership with local ANSPs, industry and other stakeholders ASAS TN 19-21/04/04
