  2. WHAT IS GSA?

What is GSA? • GSA Federal Acquisition Service manages the Multiple Award Schedule Program (FAS MAS) • Ongoing solicitation, awarded to over 5,000+ schedule holders • Schedules covering every conceivable type of product • 53 categories (i.e. Schedules) of products and services • What is a “Schedule”? • Pre-approved/pre-negotiated contract pricing • Takes time, effort, and financial commitment to obtain • Evergreen contract - up to a 20-year contract. • A mandated contract vehicle • Procurement through GSA is required for all agencies at some level • Approximately 30% of all Federal IT procurement runs through the GSA program.

  5. Why Do the Feds Use GSA? • “Traditional” Procurement Process • Write specifications • Publish procurement opportunity • Wait for response time • Evaluate bid responses • Take lowest bid or make a “best value” determination • Wade through protests 180+ days later PO is awarded

  6. Why Do the Feds Use GSA? • GSA Procurement Process • Pre-negotiated pricing has been determined to be competitive • Minimal paperwork • Less chance award will be contested • Speed/ease of procurement outweighs costs

Who Can Buy Off The GSA Schedule? • Federal government agencies • Quasi agencies, e.g. U.S. Post Office, TVA, etc. • Prime and subcontractors • Charitable organizations • International organizations, e.g. IMF, World Bank, etc. • State Cooperative Purchasing Approved - State and local government and educational institutions.

State Cooperative Purchasing • Some states use it more than others • Florida dropped their software state term contract in favor of GSA • Virginia employees can use their state credit cards to buy off GSA Advantage • Decreasing tax revenues may force states to drop their procurement vehicles in favor of GSA. • States use GSA pricing as a basis for award too • Ohio STS • CMAS • NY
