  2. "It is now time to turn words into action, and that is why we are here together. This can only happen through a renewed commitment to partnership — in particular partnerships between the public and private sectors. It can only happen if policy and regulatory frameworks are conducive to doing business profitably. And it can only happen with the political will on the part of governments to make ICTs a key priority in their development agendas." For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic project framework in terms of ITU Summit CIS 2009 Project framework in terms of ITU Summit CIS 2009 C O N T E X T U A L In his opening speech, ITU Secretary-General Dr. Hamadoun I. Touré noted:

  3. SUMMIT Connect CIS 2009 Declaration – Towards a Digital Future We, the leaders of the peoples of the Commonwealth of Independent States (CIS), assembled in Belarus from 26-27 November 2009 for the Connect CIS Summit, have come together to forge a common future of prosperity for our region by leveraging the potential of information and communication technologies (ICTs). For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic Project framework in terms of ITU Summit CIS 2009

  4. Topics and business cooperation offer among the ITU-D • Faculty of Electrical Engineering Czech Technical University of Prague and the IBA Group Inc.,Minsk • Pilot project of ICT application of e-education: Portal from Robotic Surgery Center • Regional Health Corporation • ITU Connect CIS 2009 - Belarus, Ukraine, Kazakhstan… • Education and Telemedicine activities in Central and Eastern Europe For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic

  5. Robotic surgery has become a stable part of the operating program of the central theatres in urology, surgery, gynecology, ear, nose & throat surgery (ENT) – involved in robotic surgery in Masaryk Hospital in Ústí nad Labem, Regional Health Corporation For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic About RoboticSurgeryCenter, RegionalHealthCorporation

  6. Robotic Surgery Center in Regional Health Corporation was visited by Mr. Franc Van Hyfte Hérain and Mr. Brice, who are leading experts in the field of robotic surgery for Central and Eastern Europe(July 20,2010) In Masaryk Hospital in Usti nad Labem, under the Regional Health Corporation, they came to discuss other options for implementation and expansion of robotic Surgery in Central and Eastern Europe. For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic About RoboticSurgery Center, RegionalHealthCorporation

  7. With the launch of two robotic systems workingon daVinci sHD in Masaryk Hospital in Ústí nad Labem,Regional Health Corporation, and moved between health care facilities, providing highly specialized care from the viewpoint of the Czech Republic but also throughout Evrope. Regional Health Corporation also signed an agreementwith the Stargen EU, Ltd., the exclusive supplier of robotic systems for Europe, the creation of learning center for robotic surgery which is one of two such training centers in Europe. For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic

  8. Center for Robotic Surgery in Regional Health Corporation – also acts a training center for the newly established center in the Czech Republic in Eastern Europe. • During the years 2009 and 2010 there have already been several such trainings. • Altogether, they trained in this center four teams from the Czech Republic, two teams from Russia, two teams from Ukraine and one surgical team from Slovenia. • Furthermore, there are several other teams, e.g. German colleagues, with the intention to get experience in RHC center due to their plans to establish their own robotic center. 9. 3D Full HD Broadcast from a Robotic Surgery Experts from CESNET and the Masaryk Hospital in Ústí nad Labem, performed a unique real-time 3D Full HD stereo broadcast of a kidney surgery performed by a daVinci sHD robot. The online broadcast was conducted over a 10 gigabit link, which is a part of the standard infrastructure of the national research network CESNET2. During the broadcast, the data stream reached transfer speeds of approximately 2.5 Gbps and the signal delay along the transmission stream was less than 1 ms, enabling a truly real-time broadcast. The solution applied is capable of transmitting up to four 3D HD video signals in either direction. For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic

  10. 3D Full HD Broadcast from a Robotic Surgery The successful transmission of 3D Full HD video demonstrated the possibilities enabled by this technology to surgeons as well as education of both medical professionals and students. 3D Full HD video transmissions as a telemedicine application benefits the most important contribution to improving the quality of care in the surgery for patients in Central and Eastern Europe and developing countries. For ITU-D priorities - eEducation, Telemedicine, eHealthfromtheCzechRepublic

  11. About CESNET Association The CESNET Association was founded by Czech universities and the Academy of Sciences of the Czech Republic. With respect to its research activities and accomplishments, CESNET represents the Czech Republic in the development of the pan-European network GÉANT and participate actively in the project implementation. Among other things it deals with the use of high-speed networks for sharing multimedia data both through synchronous video conferencing and shared applications and through asynchronous streaming.
