FY10 JETP Shortfall • Requirement: $49.3M • JS Allocation: $35.9M ($13.4M shortfall) • Planning Target: $40M* • Planning Shortfall: $9.3M • $4.1M for PAC-3 funded by CCIF • * Planning Target: To prevent under-spending, historically plan ~10% over allocation due to canx’s & ability to get EOY $

Planning Assumptions • EUCOM leadership approved plan 15 July 09 • Prevents waste of similarly constrained SIF/CE2 funds • Manages expectations/prevents unfunded commitments • No discretional monies currently available from JS • Further cuts possible • Unprogrammed growth borne by OCE desiring growth

  4. Recommendation Planning Target: $40M or less Allocation: $35.9M • $39.8M program • 1 cancellation; 18 streamlined Streamlined Exercises Recommended Cancellation

Potential Impacts • Potential risk to exercise program: • Significant • $4M in risk to maximize engagement • Relies on EOY monies/cancellations • 4th Qtr exercises at risk: • JACKAL STONE, MEDCEUR, COMBINED ENDEAVOR, NORTHERN VIKING, TORGAU, BOLD AVENGER • Sealift drives earlier CCD • Reduced flexibility/compressed JELC cycle • Increased political and financial risk • Impact to SAS & event objectives/readiness/BPC: • Minimal Moderate • Only one event cancelled • Limits STRATLIFT for ERC/HA/HCA projects
