  2. Artisan Development Bottlenecks 1. Detailed, accurate, current data for artisan trade prioritization, workplaces , & placement, scientific target setting & monitoring & evaluation. 2. Single guaranteed funding model for all artisan trades applicable to all sectors including single, simple artisan learner administration and grant disbursement system. 3. Artisan Recognition of Prior Learning (RPL) system that is focused on supporting persons who are working as support workers in the engineering field to become certificated artisans. Above Endorsed 100% by HRDC on 15th June 2012 Next Step is for “Implementation Partners” to implement specific action plans to remove all of the above blockages.

Solutions • Detailed, accurate, current data for artisan trade prioritization, workplaces , & placement, scientific target setting & monitoring & evaluation. • Solution: National Artisan Development Support Centre Systems (NADSC, Kwa Thema) + National Artisan Trade Testing System (SITA) 2. Single guaranteed funding model for all artisan trades applicable to all sectors including single, simple artisan learner administration and grant disbursement system. • Solution: Policy for a Generic National Artisan Learner Grant Funding and Administration System (SETAs & NSF) 3. Artisan Recognition of Prior Learning (RPL) system that is focused on supporting persons who are working as support workers in the engineering field to become certificated artisans. • Solution: National Artisan Recognition of Prior Learning Strategy and System (INDLELA & FET Colleges)

  4. Annual 5 Step Artisan Learner Grant Funding and Admin Model

Artisan Development Bottleneck 3 • Artisan Recognition of Prior Learning (RPL) system that is focused on supporting persons who are working as support workers in the engineering field to become certificated artisans. • Detail model & system with a dedicated “RPL Advisor” developed • Model & system includes annual RPL Candidate target setting by Employers • Organized Labour as part of Workplace Skills Planning processes. • Pilot Project with NSF Funding for 200 Candidates by December 2012 • Dedicated Full time RPL Unit established within DHET at INDLELA • Database of artisan aides being built with COSATU, FEDUSA, SAMSA • Referral onto Database of persons who fail Trade Test to enable support to allow the person to go through gap training to eventually pass. • Full system operational by 1 April 2013 with cascade into Provinces.
