Nature of LSIS • ‘sector-owned body in the public sector’ • useful compromise between public and private • registered charity and company limited by guarantee • board of trustees/directors • council of up to 40 who are the members of the charity • “accountable not to government, but to [the] council” • based in Coventry, with a London presence • income of sector-directed grant/specific grant/fees

Immediate plans • deliver existing CEL and QIA programmes to 31/7/09 at least • lead the renewal of the National Improvement Strategy (NIS) • prepare a statement of ‘strategic intentions’ • develop outline of corporate plan incl. mission and vision • extensive face-to-face consultation with partners • design communication channels so as to be ‘sector-led’ • gradually merge businesses • develop LSIS structure/values/culture
