  2. BSStRPA To develop a strategic plan of action for the Beaufort Sea and coastal transition zone in preparing for another wave of oil and gas development following the proposed Mackenzie Gas Project

Background June 2004 • The Inuvialuit Game Council contacted the Minister of Environment, to address their concerns regarding the environmental assessment of offshore oil and gas development in the Beaufort Sea • A Memorandum to Cabinet for a Mackenzie Gas project provided funds for several government departments to develop a strategic plan of action for the Beaufort Sea and coastal transition zone • Departments asked to develop a “Regional Plan of Action” by March 31, 2007

Background (con’t) March 2005 • An Inuvik workshop launched the process to develop the Beaufort Sea Strategic Regional Plan of Action (BSStRPA) • The process was to be led by the Inuvialuit Game Council • BSStRPA would take a community-based approach to the identification of regional needs with respect to planning for future offshore oil and gas development, and the actions needed to address them • Community presentations Feb. 2006 Nahidik • March 2006 SCE Inuvik Workshop • Community presentations February 2007 Nahidik

BSSTRPA Objectives • Protect the environment from significant adverse impacts of proposed developments; • Protect & promote social, cultural & economic well-being of Inuvialuit communities & residents • Encourage responsible economic development within a sound environmental management framework • Provide a ‘roadmap’ to help clarify the environmental assessment process and resource management regimes offshore • Enable Inuvialuit communities & residents to fully participate in the development of the BSStRPA

  14. Outcome & Timeline Outcome • Recommendations and advice to various organizations with a role to play in preparing for oil and gas development in the Beaufort Sea. Timeline • First draft of the RPA January 31, 2007 • Final draft of the RPA March 31, 2007

Options for Implementation OAP RCC • BSStRPA is currently in discussions with the Beaufort RCC of the Oceans Action Plan to use their process for the implementation phase • BSStRPA & RCC have the same Steering Committee membership MC4 • IGC to report back to Minister of EC when plan is developed & rely on the existing mandates of government for its implementation • JRP suggests a placeholder for looking at induced development in the offshore
