Guide Update Process/Timeline • Survey conducted in Spring 2009 indicated PMSC Guides require update; in future, guides will be reviewed/maintained on a regular cycle • PMSC decision to tackle IBR guide first • PMSC Guides Update Team established; government and additional industry participation added in November • First draft revised IBR Guide released for public comment in early October; feedback adjudication began in early November; joint team reached agreement on main body of guide • Significant update to Pre-Award IBR section in December • Second draft release in January. Comments addressed and incorporate; revised draft distributed on 4/14/10 • Formal PMSC membership voted to approve IBR Guide as working draft, for 2-month use/comment period prior to final publication • IBR Guide, Revision 1, dated 9/1/2010, approved for publication on 25 August 2010

Guide Update Process/Timeline (continued) • Surveillance Guide team formed and update begun in April • Draft Surveillance Guide, Revision 1 (7/28/10) distributed to PMSC members review/comment on 3 August 2010 • Final revision targeted for completion by 1 October • Vote to approve for publication tentatively scheduled for November 10th • Acceptance Guide update started; completion date is TBD • Application Guide update started; lead is TBD • Intent Guide updated last Spring to incorporate corrections and align with EIA 748-B • Currently awaiting feedback from DCMA’s EVMC • Collecting recommendations from other sources, e.g., the Scheduling WG • Will likely recommend an out-of-cycle revision to the Intent Guide for PMSC Board and PMSC membership concurrence

IBR Guide Status • Working draft of IBR Guide unanimously approved in May for publication on NDIA PMSC website as a working draft for use and comment • Formal comments were requested during a two-month period ending 15 July 2010 • 33 formal comments and recommendations were received from PMSC member companies and government agencies • All were adjudicated, documented along with the rationale for acceptance or rejection (23 accepted in whole or in-part;10 rejected), and ratified by the PMSC Board • A documented Summary and Disposition of Comments was distributed with the final revision of the document to the PMSC membership and individually included in formal responses sent by PMSC to the companies and agencies to acknowledge and thank them for their comments • Yesterday, the final revision was approved for publication on the NDIA PMSC website effective 9/1/10

Summary of IBR Guide Changes • Established new standardized format/style for this guide; plan to use on all PMSC guides • Improved applicability and use for non-DOD agencies and for in-house IBRs • Improved consistency of the IBR process across all stakeholders • Added content to address both types of IBRs, pre- and post-award • Increased content and focus on risk/opportunity assessment and management • Included CAM/PM/IPT risk discussion objectives for each of the following risk areas: technical, cost, schedule, resources & management

Summary of IBR Guide Changes • Added recommended content for IBR Preparation • Objectives, entrance/exit criteria • Training • Data requests • Included typical IBR execution agenda • Clarified that IBR is not an EVMS review • EVMS should be reviewed in connection with management system risk only • EVMS risk should be assessed by checking its status via coordination with applicable CFA responsible for EVMS surveillance • Additional material/guidance added regarding pre-award IBR • Acquisition planning guidance to identify when pre-award IBRs should be considered • Mechanisms for applying and funding pre-award IBR requirements • Key process differences associated with timing of pre-award IBRs, e.g., availability and maturity of data available prior to contract award

Surveillance Guide Status • Draft revision distributed to PMSC members for review and comment on August 3rd • Comments requested by 1 September 2010 • Submit comments to: • Dave Roberts at David.Roberts@navigantconsulting.com • Gay Infanti at gay.infanti@ngc.com • All comments are welcome but preferred approaches, which facilitate consolidation and review by the team, are: • Mark-ups of the draft document using M/S Word‘s Track Changes menu command, or • Inserted comments using M/S Word’s Insert Comments menu command • Alternatively, you may submit comments via email referencing the sections and paragraphs to which they refer

Summary of Surveillance Guide Changes • Objective - Update Surveillance guide based on: • Changes in EIA 748-B • Latest government guidance/policy • Survey results • Lessons learned and best practices • Increased focus on perceived gaps in earlier version: • Applicability of the PMSC Surveillance Guide (vs. the SSOM) • Risk and opportunity management • Schedules • Subcontractor surveillance • Data anomaly prevention • Accuracy/integrity of management report • Collection, tracking and use of surveillance results for subsequent year surveillance planning and system-level process improvements • Replaced most of Section 6.3, deemed too detailed and overly-prescriptive with more generic guidance on collection/use of data and metrics • Reformatted and modified terminology/definitions consistent with IBR Guide

Next Steps • Surveillance Guide • Receive, disposition, and incorporate comments received by 9/1/2010 • Publish final revision by 1 October; distribute to PMSC membership for review • Hold formal vote to approve for publication (tentatively scheduled for November) • Acceptance Guide • Buddy Everage leading this team • Tentatively planning a reciprocity workshop for the fall IPM Conference • Currently accepting members; if interested, please notify Buddy (beverage@mcri.com) or Gay • Application Guide • Starting point will be the version of the Acceptance Guide containing the RM/EVM Integration Guidance recommended by the original PMSC Risk Management WG • Currently seeking team lead and members • Targeting year-end for completion of first draft for review/comment • Intent Guide –further revision prior to May 2012 is still TBD
