  3. Objectives of Plan • Generation of productive employment & poverty reduction • Human resource development With a focus on the poor & under-privileged (SC / ST / OBC / Minorities)

  4. Strengths • Natural: • Fertile soil, abundant rain; bamboo, rubber, tea, horticultural products • Hydrocarbon deposits • International border • Pro-poor polity, responsive administration, good fiscal management • Vibrant PRIs, ADC • Human development: • high literacy • Gender equity • Egalitarian society • High level of skills in handlooms, handicrafts

  5. Weaknesses • Remote location • Topography: 27% area cultivable as compared to 43% for the country • Militancy, trans-border problems

  6. Opportunities • Promising human resource • Secondary sector: • Bamboo/ rubber / tea / horti-based • Natural gas based • Border trade with Bangladesh • Eco-tourism
