  3. UNITED STATES POST OFFICE • Before we look at how this plan will work, let’s look at the United States Post Office and • How it operates

  4. ORGANIZATION • Since its reorganization into an independent organization, the USPS has become self sufficient and HAS NOT RECEIVED TAX-PAYER DOLLARS since the early 1980’s. • The decline of mail volume due to increased use of e-mail has forced the postal service to look to other sources of revenue while cutting costs to maintain this financial balance.

  5. PIECES DELIVERED AND DELIVERY POINTS In 2006 it was reported that EACH DAY, the United States Postal Service delivers SOME 660 MILLION PIECES of mail to as many as 142 MILLION DELIVERY POINTS

  6. DELIVER TO EVERYONE IN US The POST OFFICE MUST DELIVER To everyone in the US Unlike UPS and FEDEX, who can decide what delivery will be profitable, THE POST OFFICE HAS NO CHOICE

  7. EMPLOYEES • The USPS is the second largest civilian employer in the United States (after Wal-Mart). • Employing 656,000 workers.

  8. It is operated as though it were a private corporation • It has a Board of Governors (like a Board of Directors of a Private Corp) • Nine of the members are appointed by the President and confirmed by the Senate.

  9. The nine appointed members then select the United States Postmaster General, • Who serves as the tenth member of the Board, and • Oversees the day to day activities of the service as Chief Executive Officer

  10. QUASI-GOVERNMENTAL AGENCY It is a quasi-government agency that is wholly owned by the government and controlled by the Presidential appointees and the Post Master General IT OPERATES AS THOUGH IT WERE A PRIVATE CORPORATION, WITH NO INPUT FROM OTHERS

  12. A FEDERAL AGENCY OPERATING AS A PRIVATE CORPORATION • We have just seen that a Federal Agency operating as though it were a Private Corporation • With out any direction from Congress • Is a LOT BETTER that the Federal Government operated by CONGRESS

DEFAULT • The Post Office is in BIG TROUBLE AND NEEDS THE HELP OF CONGRESS TO LET THEM MOVE TO A FIVE-DAY DELIVERY OR ANY OTHER DELIVERY SCHEDULE THE USPS DEEMS NECESSARY AND TO REVERSE THE REQUIREMENT THAT THE USPS MAKE PAYMENTS OF $5 BILLION DOLLARS TO THE US TREASURY FOR FUTURE RETIREE HEALTH BENEFITS WHICH NO OTHER GOVERNMENT AGENCY MUST MAKE

  14. NOW, LET’S LOOK AT HOW NATIONAL HEATH CARE WOULD OPERATE

  15. FIRST • Because one never knows what future CONGRESSES WILL DO, THE NHCSHALL NOT BE SUBJECT TO CONGRESS AFTER THE NHC BILL HAS BEEN PASSED – IN THE FUTURE CONGESS SHALL PASS ANY BILL THAT THE BOARD OF DIRECTORS ASKS CONGRESS TO PASS AND THE PRESIDENT SHALL SIGN

  16. THIS PLAN – THE BENEFITS ARE LARGE THE SIZE OF THE PLAN IS SMALL

  17. SALARIES • THE SALARIES SHALL BE: • CHAIRMAN/CEO…75% OF THE President of the United States' salary (75% of $400,000 = $300,000) • Board Members…$10,000 per month for serving plus transportation, lodging and food when meetings are a way from where the live

  18. BOARD CONDUCT The Board shall decide where the meetings will be held The Chairman/CEO, and Board members may discuss issues by phone, e-mail, SKYPE, BUT ALL DECISIONS OF ANYTHINGTO BE IMPLEMENTED SHALL BE MADE AT AM OFFICIAL MEETING OF THE BOARD

  19. SECRETARY MARILYN TAVENNER WILL SERVE AS: NON-VOTING MEMBER OF THE BOARD, CHAIRMAN OF THE BOARD, AND SECRETARY/CEO OF NATIONAL HEALTH CARE (NHC) FOR A MINIMUM OF 3 YEARS AFTER WHICH SHE WILL SERVE AT THE PLEASURE OF THE BOARD

  20. DUTIES OF CHAIRMAN/CEO • CALL MEETINGS OF THE BOARD-IT WILL MEET ONCE A MONTH AND ADDITIONAL TIMES AS REQUIRED • PREPARE BOARD ACTION REPORTS OF ACTIONS FOR THE BOARD TO VOTE ON AND DISTRIBUTE TO THE BOARD BEFORE MEETINGS • PREPARE AGENDAS FOR THE MEETINGS • CONDUCT THE MEETINGS

  21. THE SECRETARY’S ASSIGNMENT • Will be to MELD the staffs of the • NATIONAL HEALTH CARE DEPARTMENT • The DRUG COMPANIES • THE HEALTH CARE COORDINATORS And • THE PROVIDERS • INTO A TEAM that will provide WORLD CLASS HEALTH CARE

  22. FORMATION OF THE BOARD EARLY IN JANUARY 2013 THE ASSOCIATIONS WILL SELECT AND SEND THE NAMES OF THEIR REPRESENTATIVES FOR THE BOARD TO MARILYN TAVENNER, Acting Administrator/ Principal Deputy Administrator and CEO of the Centers for Medicare & Medicaid Services

  23. CHAIRMAN OF THE BOARD MARILYN TAVENNER WILL BE THE CHAIRMAN OF THE BOARD, AND SHE WILL THEN CALL A MEETING OF THE BOARD AND CONDUCT THE MEETINGS OF THE BOARD THROUGH THE DRAFTING PROCESS OF THE LEGISLATION OF THE PLAN SERVE AS LIAISON WITH THE STAFF THAT WILL DRAFT THE LEGISLATION

  24. LEGISLATION • The following process to develop the necessary legislation provides for the drafting of the legislation by the staffs of Senator Richard Durbin and Congresswoman Michele Bachman and then introduction of the legislation by them in congress. • THEY HAVE NOT BEEN CONTACTED AT THIS POINT AND THEREFORE HAVE NOT AGREED TO THIS

  25. DRAFTING OF LEGISLATION THE BILL TO IMPLEMENT THE PLAN WILL BE DRAFTED BY THE STAFF(S) OF SENATOR RICHARD J. DURBIN (D), CONGRESSWOMAN MICHELE BACHMANN (R) AND THE CENTERS FOR MEDICARE & MEDICAID SERVICES (CMS)

  26. REVIEW • THE DRAFT BILL WILL THEN BE FORWARDED TO THE NHC BOARD FOR REVIEW BY THEM, AND THE STAFF OF CMS.

LOBBYISTS ANY ONE WHO HAS A CARE OR A THOUGHT ABOUT THE BILL MAY CONTACT THE BOARD MEMBERS WITH THEIR CONCERNS AND SUGGESTIONS THE IDEA IS THAT WHEN THE BILL GOES TO THE HOUSES FOR PASSING, THERE WILL BE NO CHANGES MADE TO THE BILL AND IT WILL BE PASSED AS IT IS INTRODUCED BY SENATOR RICHARD J. DURBIN (D) AND CONGRESSWOMAN MICHELE BACHMANN (R)

  28. REVIEW THEIR COMMENTS WILL THEN BE SHARED WITH THE ORIGINAL DRAFTERS FOR MODIFICATION OF THE BILL THE MODIFIED BILL WILL THEN BE FORWARDED AGAIN TO THE NHC BOARD AND THE CMS STAFF FOR REVIEW THIS PROCESS WILL CONTINUE UNTIL ALL PARTIES ARE IN AGREEMENT

  29. INTRODUCTION OF THE BILL • HOPEFULLY THE FINAL VERSION OF “OBAMACARE” WILL THEN BE INTRODUCED BY SENATOR DURBIN AND CONGRESSWOMAN BACHMANN….. PASSED AND SIGNED BY PRESIDENT OBAMA

OPINION OF PROBABLE INCOME AND COSTS • DCI, INC.’s opinion of probable income and costs presented in this presentation is a good representation of how the funding for the plan will work, HOWEVER, • the BOARD of DIRECTORS will establish the actual income and costs that will be used to set the rates and co-pays starting in January 2014.

  31. EMPLOYEES • ALL of the employees of the • CENTER FOR MEDICARE AND MEDICAID SERVICES (CMS) will be transferred to the NATIONAL HEATH CARE DEPARTMENT organization along with all their equipment and office furniture. • They will be located in the buildings and offices they are in now, with the same administrative charges paid by other departments…rent, power, janitorial, maintenance, etc.

  32. EMPLOYEES -Continued • They will participate in all the benefits of the other Federal Employees with the same costs, rules and regulations applied • AS APPLIED TO ALL OTHER FEDERAL EMPLOYEES

  33. WHEN COULD THIS PLAN GO INTO EFFECT? JANUARY 1, 2014 IF THE PATIENT PROTECTION AND AFFORDABLE CARE ACT IS REPEALED IN JANUARY, 2013, with the provision that it continue to operate Without any ADDITIONAL IMPLEMENTATION until JANUARY 1, 2014 At which time the NHC goes into effect
