The 3 Year Work Plan A planning document used for: • An overview of current WRIA 8 work priorities • NOAA/PSP review of recovery implementation • Puget Sound review for Salmon Recovery Funding Board (SRFB) and Puget Sound Acquisition and Restoration (PSAR) grants • Highlights cost of salmon recovery in WRIA 8 for Federal and State funding requests • Identifies highest priority actions to compete for other grant funds

What is on the 3-Year Work Plan? • Capital Projects – High Benefit/ High Feasibility • Programmatic Actions – Outreach and Education and Land Use • Program Needs for Coordination and Adaptive Management • H-Integration • Salmon Recovery Coordination • Monitoring • Cumulative Effectiveness • Stock Monitoring

  5. The 10 Year Start List • List of the highest priority actions in WRIA 8 – to be completed within the first 10 years of Plan implementation • Initially, Chapter 9 in the WRIA 8 Plan • A subset of all recommended actions in the Plan

  6. Relationship of Plan Action Lists and Why Update It? 10-Year Action Start List 3-Year Work Plan • Removed • Projects • Completed • No longer feasible Comprehensive List

  7. Why Update The 3 Year Work Plan or 10-Year Start List? The lists change year-to-year based on: • Project feasibility status changes – project is ready to implement (moves to 3 Year List) • A project that is consistent with other projects on the 10-Year Start List is moved from the Comprehensive list • Usually in response to a project already on the 10 Year list moving towards completion, or project status changes

Why Update The 3 Year Work Plan or 10-Year Start List? – continued The lists change year-to-year based on: • Completed projects are removed • A project that is adjacent to other projects in a reach is added • Projects are removed because no longer feasible (for example – property sold or developed)

  9. 2011 Update Process and Timeline • Announcement of opportunity to make changes: 2/14/11 • Review of proposed changes to 3-Year Work Plan and 10-Year Start List : • Technical Committee –3/2/11 • Salmon Recovery Council – 3/17/11 • Updates to 3-Year List Narrative – in process • Revised 3-Year Work Plan to Puget Sound Partnership & NOAA Recovery Implementation Technical Team (RITT) - 4/11 • Used in 2011 SRFB/PSAR Grant Process

Overview of 2011 Technical Committee Recommended Plan List Changes • Add 5 new projects to 3-Year List • Expand two existing projects to include related actions – Ebright Creek, Lake Washington Shoreline restoration • Add three new projects to 10-Year and 3-Year Lists: Lake Sammamish tributary delta improvements (benefitting Chinook and Kokanee salmon)
