We don’t have enough money to “plan” land use and transportation together.” What We Did: Developed a Pilot Program to advance projects to demonstrate how to do this – “Pennsylvania Community Transportation Initiative”

16. Planning Study: Rock Creek Corridor, Mount Joy Township, Adams County

Rock Creek Corridor, Adams County • Mount Joy (pop. 3,200) in Adams County is strategically located at the gateway to Gettysburg, the Gettysburg National Military Park, and Eisenhower National Historic Site • PCTI application to develop a vision plan for future commercial and residential developments along Baltimore Pike, the primary entrance into Gettysburg • Baltimore Pike is a heavily traveled corridor • Parks in the area serve 1.8 million annual visitors

18. Rock Creek Corridor, Adams County • Study goal is to arrive at a realistic development scenario in line with historic Mt. Joy’s character • Study will recommend changes to the land development regulations (building and site design guidelines) necessary to achieve this vision • Study will also look at access management of Baltimore Pike (parking in rear, shared use driveways, etc.) and the integration of future transit service serving Gettysburg

19. Construction Project: Blairsville Diamond Square/Market Street Improvement, Blairsville Township, Indiana County

Blairsville Diamond Square, Indiana County • Application for the restoration of Blairsville Diamond Square Roundabout and improvements to East Market Street • Diamond Square is the historic civic and business center of Blairsville and is the town’s most recognizable public space • East Market Street is Blairsville's main retail street and connection to riverfront

Blairsville Diamond Square, Indiana County • Restoration will bring Blairsville Diamond back to becoming a prime civic space, and an appropriate gateway into Downtown • Market Street improvements better connect trail and riverfront to the heart of Downtown • Roundabout will handle traffic more efficiently and optimize roadway network • Includes infrastructure for all modes of travel: wayfinding, bike racks, transit stops, parking, lighting, crosswalks, and ADA improvements

Blairsville Diamond Square, Indiana County • Blairsville is poised to become a "Trail Town“ (intersection of a100-mile regional trail network) • Project supports DCED’s plan for infill housing project on vacant and underutilized properties along Conemaugh River • Supported by multi-municipal planning efforts: Indiana County Comprehensive Plan and the Southern Multi-Municipal Comprehensive Plan

23. Planning Study: Baltimore Pike and Newark Road, New Garden Township, Chester County

Baltimore Pike and Newark Road, New Garden Township • Comprehensive corridor study for Baltimore Pike and Newark Road • Township understands the limitations of existing road system to support rapid growth • 20 ongoing development projects along corridors • Surge in both retail and light industrial development. • Over 3.5million square feet, (regional shopping center, church, elementary school, industrial park, business park, others)

Baltimore Pike and Newark Road, New Garden Township • Development impact mitigation was previously done in a development by development approach, which Township now understand is inadequate • Multi-municipal coordination: study to include areas in neighboring Avondale Borough, Kennett Township, West Marlborough • Scope will include analysis and recommendations for access management, safety, traffic and transit • Leveraging funds from multiple private sources and public moneys toward more thoughtful infrastructure improvement

26. Construction Projects: Wood and Vine Street Connector, Lansdale Borough, Montgomery County

Wood and Vine Street Connector, Lansdale Borough • Lansdale is the geographic hub of the North Penn Region and a growing commuter town along SEPTA’s R5 regional rail corridor • Local network connection to alleviate traffic on Broad Street and Main Street which carries over 30,000 vpd through the Borough. • Connector will “complete the loop” and provide alternative route to train station and increase overall Downtown mobility

Wood and Vine Street Connector, Lansdale Borough • PCTI funds will complement ongoing Borough redevelopment efforts • Community has made significant infrastructure investments (new signal, streetscape improvements) • Borough recently completed Phase 1 of a $6.6 million 21,000 square feet Performing Arts Center • 210-seat theater • 455-seat auditorium • Art Gallery • Educational facilities • Community and conference rooms

Wood and Vine Street Connector, Lansdale Borough • Borough has also designated the terminus of Vine Street as a TOD District • Complete network provides for more efficient use of local roadway system, optimizing existing capacity • Connected network supports pedestrian friendly downtown and overall economic development goals

30. The transportation community and the land use community must become better aligned with one another. That is smart transportation.
