Regulatory decision making as a result of implementation of BG 01.10.02 (1) BG/TS/17 project “Enhancement of safety assessment capabilities available toBNRA” • Purpose • Support to Bulgarian Nuclear Safety Authority and its TSOs in the review of the safety cases for Kozloduy NPP – 3, 4, 5 and 6, including regulatory reviews and approval of plant-specific, in-depth analysis reports in compliance with widely applied practices within the EU; • Develop a modern well-documented quality management system and implementation of this system at the BNRA; • Assist BNRA and its TSOs with the regulatory review and assessment of the measures to ensure reactor pressure vessel integrity for Kozloduy NPP 3, 4, 5 and 6; • Transfer of know-how to BNRA and its TSOs for long term perspective, enhancing their competence and capabilities. Regulatory decision making as a result of implementation of BG 01.10.02 (1) • Scope of the project Technical assistance to reviewand assess: • nearly 21 technical measures from the Modernisation Programs of units 5-6 of Kozloduy NPP; • Safety Analysis Reports for units 3, 4; • Reactor pressure vessels integrity surveillance programs; • BNRA Quality Management System. • Project implementation period: 2003-2004 PH 8.01/99 - Seminar, Brussels, 9 November 2005

Regulatory decision making as a result of implementation of BG 01.10.02 (1) • BG 01.10.02 project management - carried out by RISKAUDIT, supported by IRSN, GRS, STUK, VTT, AVN, HSE, Serco Assurance, REZ and BG TSOs - Energy Institute, EAE Engineering, Institute of Metal Science to the BAS; - The consortium of Western and Bulgarian experts - an essential contribution to the BNRA decision making • Methodology Following the two-phase approach, RISKAUDIT (RA) have submitted for each project topic: • Interim reports - on the comprehensiveness and completeness of the reviewed documents and on a preliminary assessment of selected key safety issues; • Technical reports - on the results of a detailed review of the documents and, if necessary, independent analyses and calculations. Regulatory decision making as a result of implementation of BG 01.10.02 (1) • Safety related studies and analyses • part of the overall plant safety substantiation (SARs); • issuing of specific permit is not required; • regulatory decisions for acceptance or not are made depending on the significance of comments and recommendations: • Significant BNRA comments and RA recommendations (Final technical reports) are sent to the licensee for consideration in the next revisions of the document or SAR. • Specific examples: The Final technical reports for several topics of BG 01.10.02. Regulatory decision making as a result of implementation of BG 01.10.02 (1) • Applications for plant modifications • Permit is required by the legislation; • Technical dossier (basic design, detailed design, etc.) submitted together with the application for review; • Over 30 modification permits issued within project scope: • In cases of adequate safety justification and minor RA and BNRA comments - specific conditions and additional regulatory requirements are set in the individual permits • Insufficient justification • Permit is not issued; RA and BNRA comments are sent to the applicant for consideration in the design documentation.   16. Conclusions • 21 technical measures from the large modernisation programs, safety analysis reports and safety substations of units 3-6 of Kozloduy NPP have been reviewed during project implementation • Assistance of Western TSOs played essential role for enhancement of the safety assessment capabilities by: • directly contributing to the BNRA decision making • transfer of knowledge and experience to Bulgarian TSOs and BNRA experts • All tasks successfully managed and completed to meet the BNRA demands - high level of flexibility applied All RA recommendations appropriately considered Project objectives are met PH 8.01/99 - Seminar, Brussels, 9 November 2005
