Task 1 - Objectives To share experiences and communicate good practice concerning: • The components and experiences of the Safety Case and their evolution over the facility lifecycle; • The decision that have to be taken at the different stages in the facility lifecycle using safety case. Safety Case and the decision process • “A safety case is the synthesis of evidence, analyses and arguments that quantify and substantiate a claim that the repository will be safe after closure and beyond the time when active control of the facility can be relied on” (NEA, 2004) • “The safety case integrates all the arguments that support, justify, and, if possible, quantify • The safety of the repository • The level of confidence reached.” (Franco-Belgium, 2004) Prism Projet - Safety Case Understanding Task

Safety Case and the decision process • These descriptions have to be placed in the context of a decision that have to be taken in a decision process related to a disposal facility. • In this perspective, safety case arguments have not only to address technical and some management considerations but have also to rely on any considerations that support the decision. • The arguments that have to be provided , their relative importance could vary in function of the decision maker. Work objectives • The task group will • Identify some relevant decision steps for which a safety case would be useful • Identify the key components of a safety case concept that support these decision steps and discuss their role in the lifecycle of the disposal facility • Investigate examples of good practice for the implementation of a Safety Case during the facility lifecycle Prism Projet - Safety Case Understanding Task

Scope All types of near surface radioactive waste disposal facility, including Very Low Level Waste (VLLW) facilities Low Level Waste (LLW) facilities Intermediate Level Waste (ILW) facilities Boreholes facilities Shallow caverns Mining and mineral processing waste facilities Both new and existing disposal facilities Both management and regulator audience Limit the scope of the discussion on the different phases to the Long-Term Safety concern Prism Projet - Safety Case Understanding Task

  8. Work plan • Autumn 2009 Task 1 meeting : Objectives • In a draft report, • Finalise the identification of the arguments • Finalise the identification of the Decision Step • Elaborate a first proposal of the evolution table for a LLIW facility Prism Projet - Safety Case Understanding Task

Work plan • Next annual plenary meeting: Objectives • Finalise the evolution table during the next plenary session • For different audience • For different waste types facilities • Initiate discussion on practical examples • Based on practical example of arguments that have support some decision steps gathered by task 1 participants • Present and collect comments and suggestions by PRISM Project participants Prism Projet - Safety Case Understanding Task
