  2. 1. Was the involvement of FOs in GAFSP processes successful or not? • Go beyond a description • Generate knowledge from the experience • Draw lessons that can be used to improve the process

  3. 2. What criteria should we use as basis for saying that we were successful or not? • Examples: • Participation of FOs/CSOs? • Openness of government? • Capacity building of FOs/CSOs? • Access to resources?

What indicators should we use to say that each criteria has been achieved? • Examples: (at least 3 per criteria) • Participation of FOs/CSOs? • A lot of of FOs/CSOs have attended national CSO consultations • Openness of government? • MEF has invited FNN for the first time • Capacity building of FOs/CSOs? • Training on constructive engagement was held in Mongolia • Access to resources? • ROPPA was able to access resources from government beyond GAFSP

What factors affected each of these indicators?(positive and negative) • Examples: (at least 3 factors per indicator) • Participation of FOs/CSOs? • A lot of of FOs/CSOs have attended national CSO consultations • POSITIVE EFFECT: good facilitation by ADRA among Mongolia FOs/CSOs • NEGATIVE EFFECT: CSO involvement in government is a new paradigm in Mongolia • UNKNON EFFECT: attitude of FOs/CSOs towards GAFSP as a WB managed project
