Strategic Prevention Framework SPF is a major national initiative of the Center for Substance Abuse Prevention (CSAP) of the Substance Abuse and Mental Health Services Administration (SAMHSA) The SPF focuses on a “systematic process” and the process requires frequent revisits to previous steps

  2. SPF Overview • The Strategic Prevention Framework (SPF) is a 5-step model • Population-based: considers an entire range of factors that determine health. • Use of data to drive decisions about selecting priorities and allocating community funds.

Profile population needs, resources, and readiness to address needs and gaps Sustainability & Cultural Competence Monitor, evaluate, sustain, and improve or replace those that fail Mobilize and/or build capacity to address needs Implement evidence-based prevention programs and activities Develop a Comprehensive Strategic Plan Five Steps of SPF
