Official controls include: - clinical visit; - compliance with the I&R obligations; - compliance with the rules on animal welfare; - biosecurity requirements; - expected reproductive parameters;- disposal of by-products of porcine origin; - sampling for ASF. a) Holding controlled for ASF: the overall outcome has been unfavourable but the holding results compliant with the clinical and serological parameters.b) Holding certified for ASF: the outcome of the check was favorable for all the parameters considered. Situation in Sardinia and the extraordinary plan for ASF Free ranging pigs VS Wild boar These results of the risk analysis indicate that the risk to observe one or more ASF outbreaks in domestic pigs holdings in the area in question increases: •5 times if free range pigs live in the area; about 2 times more when free range pigs cohabit with ASF+ wild boars. In areas where free range pigs are not present, this risk increases: •with 20% when in the previous hunting season a ASFV+ wild boars had been found •with 15% when in the previous hunting season a sero+ wild boars had been found; about 2% more if in the previous hunting season a young (< 18 months) ASFV+ or sero+ wild boars had been found. The risk to domestic pigs posed by free range pigs seems much higher than the risk posed by ASF+ wild boars alone.

Situation in Sardinia and the extraordinary plan for ASF Free ranging pigs VS wild boars • Massive depopulation of free range pigs led to an improvement in the ASF situation in domestic pigs and wild boar: • - Domestic pigs outbreaks decresed with 29%; • - Wild boar seroprevalence decresed with 45%; • Wild boar virus prevalence decresed with 14.5%. • All these data could confirm the hypotesis that in sardinia the free range pigs play a much more important role than the wild boar population and could explain the very positive impact of their depopulation in the epidemiological situation

  22. National surveillance plan for 2020 2. Numerical control of the wild boar population: manage numerical and spatial reduction through a coordinated action, which shall take account of the hunting activity, the controls required by the legislation in force and the actions programmable in the network of Protected Areas 1. Passive surveillance in wild boar populations: (early detection). Notification and diagnostic checks of all wild boars found dead (including those killed in car accidents) and all suspected cases (e.g. increased mortality, symptoms of swine fever).

  23. National surveillance plan for 2020 3. Passive surveillance in pig farms: by law each suspected case shall be immediately reported to the local veterinary service. 4. Verification of the level of implementation of biosecurity measures: non-commercial or backyard farms; commercial farms (breeding farms and fattening farms); farms with free-ranging or semi-free-ranging pigs: pigs are kept outdoors temporarily or permanently.

Training and information campaign for stakeholders: • interministerial cooperation (Ministry of Health, Ministry of Agriculture and Ministry of the Interior), and full involvement of Regions and Autonomous Provinces; • creation and distribution of information material on the risk of introduction and spread of ASF; • training courses to improve the skills of all possible stakeholders of the Veterinary Service: hunters, police, forest guards.

Conclusions • The strategy adopted and the actions undertaken in the last years have been very effective, leading to an unprecedented, favorable situation • All the main risk factors regulating the virus spread in domestic pig are currently under control; • The incidence of outbreaks in domestic pig farms has been drastically reduced; • The surveillance activities have demonstrated the capacity to prevent the spread of the infection in some areas of Sardinia and consequently in the rest of Italy and Europe; • The ASF prevalence in the wild boar population shows clear signs of decreasing and in the very near future the infection zone could be revised and reduced; • The illegal presence of free range pigs in public territories is deeply reduced after a strong action carried out by the regional authorities and risk posed by the free-rage pigs decreased of at least 90%. • The mind of population is now changing after a large awareness campaign; • The political lines and strategies carried on by the last regional government were also recently confirmed by the current leaders; • ASF self extinguishing in the WB in several part of the infected zone; • Risk posed by the free-rage pigs decreased of at least 90%.
